Քաղաքագետ Հրանտ Մելիք-Շահնազարյանն իր ֆեյսբուքյան էջում գրել է․
«Արցախի Հանրապետության ներկայացուցչության շենքում Արցախի քաղաքական ուժերն այսօր, ի թիվս այլ հարցերի, քննարկել են նաև Արցախի Հանրապետությունը լուծարելու մասին Սամվել Շահրամանյանի սեպտեմբերի 28-ին հրապարակված հրամանագիրը չեղարկելու հարցը։
Քննարկմանը մասնակցած մի քանի գործիչների կողմից ինձ հայտնած տեղեկություններից հասկանում եմ, որ Արցախի իշխանությունների համարձակությունը դեռևս չի բավականացնում անտեսել Ալիևի ու Փաշինյանի սպառնալիքները և հայտարարել չարաբաստիկ հրամանագրի չեղարկման մասին։ Նրանք հիմա էլ փորձում են ժամանակ ձգել և բողոքարկել այդ հրամանագիրը Արցախի Բարձրագույն դատարանում։
Անկեղծ ասած՝ տարօրինակ առաջարկ է, որը հակասում է Արցախի իշխանությունների նախորդ բոլոր խոսքերին։ Մի կողմից նրանք պնդում էին, թե սեպտեմբերի 28-ին հրապարակված հրամանագիրը իրավական ոչ մի ուժ չունի, մյուս կողմից՝ ուզում են այն տեղափոխել հենց իրավական դաշտ։
Սրա հետ միասին պետք է նշեմ, որ այսօր տեղի ունեցած քննարկման մասնակիցներից շատերը կողմ են եղել, որպեսզի սեպտեմբերի 28-ին հրապարակված հրամանագիրը չեղարկելու և այն հանրայնացնելու որոշում կայացվի։ Համենայն դեպս, դրան դեմ խիստ արտահայտվողներ գրեթե չեն եղել։ Սա արդեն լավ լուր է։ Այս պահի դրությամբ կարող եմ ասել, որ Արցախի իշխանությունները շարունակում են իրենց առջև ծառացած խնդրի լուծումների փնտրտուքը։ Ես էլ շարունակում եմ լավատես լինել, որ այնուամենայնիվ նրան կընդունեն իմ կարծիքով միակ ճիշտ որոշումը և կհայտարարեն սեպտեմբերի 28-ին հրապարակված հրամանագրի չեղարկման մասին։
Հ.Գ. Լրատվամիջոցների ներկայացուցիչներին հորդորում եմ կապ հաստատել Արցախի քաղաքական կուսակցությունների և էլիտաների ներկայացուցիչների հետ ու փորձել ճշտել քննարկվող հարցի վերաբերյալ նրանց դիրքորոշումը։ Սա համազգային նշանակության հարց է, որը չի կարող մնալ փակ դռների ետևում։ Բոլորի կարծիքները պետք է հանրայնացվեն և բոլորը պետք է հետագայում պատասխանատու լինեն իրենց որոշման համար»։
