Արցախի նախագահը պետական մարմինների ղեկավարների մասնակցությամբ ընդլայնված կազմով խորհրդակցություն է արել, որի ընթացքում քննարկվել է Արցախից բռնի տեղահանված արցախցիների խնդիրները:
 
Արցախցիների խնդիրներն այսօր բազմաթիվ են` քաղաքականից մինչև անձնագրային, սակայն ուշագրավ է, որ նախագահ Շահրամանյանն անդրադարձել է թերևս ամենաքննարկվող և անկյունաքարային հարցին` ի՞նչ է լինելու հայտնի հրամանագրի ճակատագիրը, որը ենթադրում էր Արցախի պետական ինստիտուտների և պետականության լուծարում:
 
Սամվել Շահրամանյանն ընդգծել է, որ Արցախի Հանրապետության իրավական դաշտում գոյություն չունի փաստաթուղթ, որով նախատեսվում է լուծարել պետական ինստիտուտները:
 
Նշեմ, որ ավելի վաղ նրա խորհրդականն էր հայտարարել, որ այդ հարցը լուծվել է հոկտեմբերին:
 
Այս հարցին, միգուցե, մանրամասն չանդրադառնայի, որովհետև մեծ առումով կանխատեսելի էր, սակայն նկատեցի, որ փաշինյանական քարոզչամեքենան` իր կարկառուն ներկայացուցիչներով, հարձակման է անցել:
 
Որքան հասկանում եմ այդ արձագանքներից, վերջիններիս հիասթափությունը նրանում է, որ Արցախի հարցի փաստաթղթային հանձնումը տապալվել է, իսկ դա նշանակում է, որ արցախցիների համար հանուն Արցախի պայքարը մնում է օրակարգում, իսկ միջազգայնացման հարցն, ամենայն հավանականությամբ, կդրվի Արցախի խորհրդարանի ձևավորված միջազգային հանձնախմբի վրա:
