Արցախի իշխանությունները չանցան քննությունը

Արցախի հայաթափումից հետո առանցքային և ամենակարևոր հարցերից մեկն Արցախի պետական ինստիտուտները պահպանելու, ինչպես նաև Արցախի լուծարման հրամանագիրը չեղարկելու խոսույթն էր, որը բավական լուրջ քննարկումներ էր հարուցել հայկական քաղաքական դաշտում։ Ի սկզբանե ակնհայտ էր, որ Հայաստանի գործող վարչախումբը Նիկոլ Փաշինյանի գլխավորությամբ ամեն ինչ անում է թե՛ Արցախի պետական ինստիտուտները չպահպանելու և թե՛ Արցախի լուծարման հրամանագիրը չեղարկելու համար։
Վերջին օրերին հատկապես սրվել էին այդ լուրերը։ Մի շարք արցախցի գործիչներ, որոնք սերտ առնչություններ ունեն Արցախի նախագահ Սամվել Շահրամանյանի հետ, հայտարարել էին սեպտեմբերի վերջին Արցախի պետական ինստիտուտները լուծարելու մասին հրամանագիրը չեղարկելու նոր հրամանագիրքը։
Արցախի նախագահի խորհրդական Վլադիմիր Գրիգորյանը երեկ հայտարարել է, թե Արցախը լուծարելու մասին հրամանագիրն այլևս գոյություն չունի։ Ըստ Գրիգորյանի՝ դրա համար հիմք է հանդիսանում Շահրամանյանի՝ հոկտեմբերի 19-ի հրամանգիրը, համաձայն որի Արցախի պաշտոնյաները շարունակում են պաշտոնավարել հասասրակական հիմունքներով։ Շահրամանյանի այդ հրամանագրով հոկտեմբերի 1-ից Արցախի նախագահը, պետնախարարը, կառավարության անդամները, դատավորները, մարդու իրավունքների պաշտպանը, խորհրդարանը, անվտանգության խորհրդի քարտուղարը, իրավապահ մարմինները Ստեփանակերտի քաղաքապետն ու վարչական շրջանների ղեկավարները շարունակում են պաշտոնավարել, առանց վարձատրության։
Ինքը՝ Շահրամանյանն էլ, նախօրեին Արցախի պետական մարմինների ղեկավարների հետ հանդիպմանն ասել էր, թե իրավական դաշտում գոյություն չունի փաստաթուղթ, որը նախատեսում է լուծարել պետական ինստիտուտները։
Տեղեկությունը տարածելուց հետո, «Քաղաքացիական պայմանագիրը» իսկական արշավ սկսեց Արցախի իշխանությունների դեմ։ Մի քանի պատգամավորներ, այդ թվում խմբակցության քարտուղար Արթուր Հովհաննիսյանը, Արուսյակ Ջուլհակյանը և այլոք, հրապարակային սկսեցին քննադատել Արցախի իշխանություններին՝ ընդհուպ մեղադրելով Արցախը հանձնելու, այժմ էլ Հայաստանի Հանրապետության դեմ աշխատելու համար։ Չափազանց կոշտ այդ հարձակումից հետո Արցախի իշխանությունները ստիպված էին ընկրկել, իսկ Շահրամանյանի խորհրդական Վլադիմիր Գրիգորյանը ֆեյսբուքյան իր էջում ստիպված էր պարզաբանում տալ, թե իր հարցազրույցը եղել է իր անձնական մեկնաբանությունը, որը չի արտահայտում որևէ պաշտոնական դիրքորոշում։ Գրիգորյանը նաև նշել էր, որ այլևս չի հանդիսանում Սամվել Շահրամանյանի խորհրդականը։ Ըստ էության ՔՊ-ին հաջողվեց ճնշման միջոցով պարտադրել Արցախի իշխանություններին հետ կանգնելու չափազանց կարևոր նախաձեռնությունից, իսկ Նիկոլ Փաշինյանը հերթական «հաղթանակը» տարավ իր թուրք–ադրբեջանական հանձնարարությունները կատարելու գործում։
