6 ամսով արգելվում է երրորդ երկրներից ցեմենտի ներկրումը Հայաստան

Կառավարության որոշմամբ՝ 6 ամսով արգելվում է երրորդ երկրներից ցեմենտի ներկրումը Հայաստանի Հանրապետություն։ Ինչպես տեղեկացնում է «Արմենպրես»-ը՝ Կառավարությունը համապատասխան որոշում է կայացրել դեկտեմբերի 21-ին նիստում, որը ուժի մեջ կմտնի 2024 թվականի հունվարի 18-ից և կգործի մինչև 2024 թվականի հուլիսի 18-ը։
«Որոշման ընդունումը պայմանավորված է երրորդ երկրներից ցեմենտի ներմուծումը կանոնակարգելու և տեղական ցեմենտի շուկայում արտադրվող և ներմուծվող ցեմենտի համար հավասար պայմաններ ստեղծելու անհրաժեշտությամբ»,-նշված է նախագծի հիմնավորման մեջ:
Կառավարությունը նախագծով ակնկալում է տեղական ցեմենտ արտադրողների համար բարենպաստ պայմաններ ստեղծել ներքին շուկայում երրորդ երկրներից ներմուծվող ցեմենտի հետ մրցակցելու համար։
«Մասնավորապես՝ ս.թ. հունվար-հոկտեմբերին Հայաստանում արտադրվել է 965 հազար տոննա ցեմենտ, ինչը 20,1 տոկոսով գերազանցում է նախորդ տարվա նույն ժամանակահատվածի ցուցանիշը, ինչն իր հերթին վկայում է ցեմենտի արտադրության ոլորտի աշխատատեղերի պահպանման մասին:
Արտադրության աճին զուգընթաց աճել է նաև ցեմենտի ներմուծումը: Այսպես՝ 2023թ. հունվար-սեպտեմբեր ամիսներին Հայաստան է ներմուծվել 173 հազար տոննա (աճը՝ 5.7 անգամ), ինչը բացատրվում է ներքին շուկայում ցեմենտի պահանջարկով և ներմուծման պետական տուրքի նվազեցմամբ՝ 14 հազար դրամից՝ 2 հազար դրամ։
Միևնույն ժամանակ 2023 թ. հունվար-սեպտեմբեր ամիսներին աճել է նաև կլինկերի ներմուծումը՝ կազմելով 97.7 հազար տոննա (աճը՝ 33.4 տոկոս), ինչը բացատրվում է ներքին շուկայում ցեմենտի առաջացած պահանջարկի և գնի աճի պատճառով կլինկերի ներմուծման պետական տուրքի չեղարկմամբ։ Ընդ որում, կլինկերի ներմուծման պետական տուրքի չեղարկումը և ցեմենտի ներմուծման պետական տուրքի նվազեցումը նպաստել են կլինկերի և ցեմենտի ներմուծման շուկաների դիվերսիֆիկացմանը։
Մասնավորապես, 2023 թվականին տնտեսապես նպատակահարմար է դարձել կլինկերի և ցեմենտի ներմուծումը նաև Վրաստանից, ինչպես նաև ցեմենտի ներմուծումը ՌԴ-ից։
Այսպիսով՝ ցեմենտի թե արտադրության, և թե ներմուծման աճը փաստում են, որ առաջարկվող կարգավորումները բարենպաստ պայմաններ են ստեղծում ինչպես տեղական ցեմենտի արտադրության, այնպես էլ ներմուծման համար և հնարավորություն ընձեռում ամբողջությամբ բավարարել ցեմենտի ներքին շուկայի պահանջարկը Հայաստանում ցեմենտ արտադրող, Հայաստանում կլինկերից ցեմենտ արտադրող և երրորդ երկրներից ցեմենտ ու կլինկեր ներմուծող տնտեսավարողների միջև մրցակցության շնորհիվ»,-նշված է նախագծի հիմնավորման մեջ։
