Եվրոպայի խորհրդի գլխավոր քարտուղարն արձագանքել է քաղբանտարկյալ Արմեն Աշոտյանի վերաբերյալ իմ հրատապ նամակին: Այս մասին ֆեյսբուքյան իր էջում գրել է ԱԺ պատգամավոր Թագուհի Թովմասյանը:

«Վերջին շրջանում տեսակցել եմ Հանրապետական կուսակցության փոխնախագահ, քաղբանտակյալ Արմեն Աշոտյանին և վերջինիս նկատմամբ իրականացված իրավախախտումների մասին ահազանգել իմ բոլոր միջազգային գործընկերներին: Նամակի մեջ ընդգծել եմ գործի առնչությամբ կարևոր շեշտադրումները.

Փողերի լվացման անհիմն մեղադրանք. Արմեն Աշոտյանին մեղադրանք է առաջադրվել փողերի լվացման մեջ՝ առանց որևէ հիմնավորված ապացույցի կամ ստացված դրամական միջոցների։ Օրինական ուժի մեջ մտած դատական ակտը հաստատում է ենթադրյալ փողերի լվացման մեղադրանքով հիմնավոր կասկածի բացակայությունը։

Իրավական համապատասխանություն. պարոն Աշոտյանը չի ստորագրել իրավաբանորեն վիճելի տարրերով կամ անօրինականությամբ որևէ փաստաթուղթ։

Դատական նիստերի անհեթեթություն. Աշոտյանի գործով դատական գործընթացը վերածվել է ֆարսի․ նույնիսկ ենթադրյալ տուժողը նշել է, որ տվյալ ժամանակահատվածում աշխատանքի չի անցել համապատասխան հաստատությունում։

Ենթադրյալ զոհի լուծարում. տուժող ճանաչված իրավաբանական անձը՝ Երևանի պետական բժշկական համալսարան (ԵՊԲՀ) արհմիությունը, լուծարվել է մինչև Աշոտյանին վերագրվող ենթադրյալ արարքը։

Չհիմնավորված կալանավորումը. պարոն Աշոտյանի կալանավորումը հիմնավորված չէ, քանի որ ներգրավված կողմերի վրա ազդեցություն գործադրելը հաստատող ապացույցներ չկան: Ավելին, դատարանը անհիմն մերժել է ազատ արձակելու նրա միջնորդությունը՝ մերժելով խափանման մի շարք այլընտրանքային միջոցներ, ինչպիսիք են՝ գրավը, տնային կալանքը կամ երաշխավորությունը։

Քաղաքական դրդապատճառներ. ակնհայտ է, որ Արմեն Աշոտյանի կալանքի տակ մնալը քաղաքական դրդապատճառներ ունի, որը բխում է ուղիղ եթերում Նիկոլ Փաշինյանի հասցեին հնչեցրած բացահայտ քննադատությունից:

Իմ գործընկերներին խնդրել եմ ակտիվորեն նպաստել Հայաստանում քաղաքական բանտարկության կանխարգելմանը:

Տիկին Մարի Պեյչինովիչ Բուրիչը, շնորհակալություն հայտնելով իմ նամակի համար, նշել է.

«Թեև ներպետական դատարաններում քննվող առանձին գործերը պատկանում են մարդու իրավունքների ազգային մեխանիզմներին, վստահ եղեք, որ մենք ի գիտություն ենք ընդունել տրամադրված տեղեկատվությունը»,- գրել է նա:
