«Փաստ» օրաթերթը գրում է.

Բարձր տեխնոլոգիական արդյունաբերության նախարարությունն առաջարկում է փոփոխություն և լրացումներ կատարել «Ռազմարդյունաբերական համալիրի մասին» օրենքում: Առաջարկվում է համապատասխան իրավական հիմքեր ստեղծել ռազմարդյունաբերական քաղաքականության հիմնական սուբյեկտների՝ Հայաստանի կառավարության և ռազմարդյունաբերության ոլորտում պետական լիազոր մարմնի համար, նշված ոլորտում իրենց գործունեության պատշաճ իրականացման նպատակով կանոնակարգել ռազմական արդյունաբերության արտադրանքի (աշխատանքի, ծառայության) ստանդարտացման նորմատիվ փաստաթղթի նախագծերի ներկայացման և հաստատման, ռազմական կարիքների համար պետպատվերի շրջանակներում ԳՀՓԿԱ (Գիտահետազոտական և փորձակոնստրուկտորական աշխատանքներ) արդյունքների փորձարկումների և դրանց ընդունման-հանձնման աշխատանքների հետ կապված հարաբերությունները:

Ըստ նախարարության, սա հնարավորություն կտա առավել արագ և դյուրին ընթացակարգով ԳՀՓԿԱ արդյունքներով ստեղծված նոր ռազմական ապրանքը կամ գույքը տրամադրել իրավասու պետական մարմիններին՝ Հայաստանի պաշտպանության և անվտանգության նպատակով օգտագործելու համար: Ներկայում ռազմական արդյունաբերության արտադրանքի ազգային ստանդարտների համաձայն՝ ԳՀՓԿԱ արդյունքների հանձնումն իրականացվում է կառավարության որոշմամբ, որը շրջանառելու և կառավարության քննարկմանը ներկայացնելու գործընթացը հիմնականում ձգձգում է մյուս՝ ԳՀՓԿԱ արդյունքները պետական պատվիրատու հանդես եկող մարմնին հանձնելու գործընթացը: Նշված գործընթացն առավել արդյունավետ, արագ կազմակերպելու և ստեղծված արդյունքները պետական պատվիրատու հանդես եկող պետական մարմնի կարիքների համար օգտագործելու նպատակով նախագծով առաջարկվում է հանձնումն իրականացնել պատվիրատու հանդես եկող և արդյունքն ընդունող պետական մարմինների ղեկավարների համատեղ հրամաններով:

Ռազմարդյունաբերական ոլորտում ԳՀՓԿԱ իրականացնող սուբյեկտները հաճախ առնչվում են այնպիսի հանգամանքների հետ, երբ աշխատանքների իրականացման համար անհրաժեշտ ռազմական կամ երկակի նշանակության հիմնական բաղադրիչները, նյութերը ձեռք բերելը դառնում է անհնարին՝ դառնալով ԳՀՓԿԱ աշխատանքների իրականացման անհնարինության կամ ժամկետների էական խախտման պատճառ: Այս խնդիրների լուծման նպատակով լիազոր մարմնի համար սահմանվում է լիազորություն՝ կազմակերպել անհրաժեշտ ապրանքների, նյութերի, լրամասերի և բաղադրիչների ձեռքբերում և պահեստավորում: Առաջարկվում են այլ փոփոխություններ ևս:
