2023թ. հունվար-հոկտեմբերին ՀՀ բանկերի միջոցով ֆիզիկական անձանց անունով արտերկրից ստացվել է (մեր երկիր է մտել) շուրջ 1,88 տրիլիոն դրամ, ինչն ընդամենը 122 միլիարդ դրամով կամ 7%-ով է ավել 2022թ. համապատասխան ժամանակահատվածի ցուցանիշից։ Այս մասին նշված է ՀՀ ԱԺ «Հայաստան» խմբակցության պատգամավոր, ՀՅԴ Հայաստանի Գերագույն մարմնի անդամ Թադևոս Ավետիսյանի հոդվածում։

«2023թ. հունվար-հոկտեմբերին ՀՀ բանկերի միջոցով ֆիզիկական անձանց կողմից արտերկիր է փոխանցվել (մեր երկրից դուրս է եկել) 1,31 տրիլիոն դրամ, ինչն արդեն շուրջ 436 միլիարդ դրամով կամ 50%-ով է ավել 2022թ. համապատասխան ժամանակահատվածի ցուցանիշից։

Այսինքն՝ Հայաստանից դրամական միջոցների արտահոսքի աճի տեմպն այս տարի՝ նախորդ տարվա համեմատ ավելի քան 7 անգամ գերազանցում է դեպի մեր երկիր դրամական ներհոսքի աճի տեմպին։

Հետևանքները՝ Հայաստանից դրամական միջոցների փախուստն է և տնտեսական ակտիվության ցուցանիշի աճի տեմպի պատիկներով նվազումը։ Մասնավորապես,

1․ Պաշտոնական վիճակագրության համաձայն՝ 2023թ. հունվար-հոկտեմբերին ՀՀ բանկերի միջոցով ֆիզիկական անձանց անունով արտերկրից ստացված և արտերկիր փոխանցված դրամական միջոցների չափերի տարբերությունը (զուտ ներհոսքը) կազմել է 568 միլիարդ դրամ, ինչը շուրջ 313 միլիարդ դրամով կամ 36%-ով նվազել է՝ 2022թ. համապատասխան ժամանակահատվածի ցուցանիշի համեմատ։

2․ Պաշտոնական վիճակագրության համաձայն՝ 2022թ․ հոկտեմբերին ՀՀ տնտեսական ակտիվության ցուցանիշի աճը՝ նախորդ տարվա նույն ամսվա համեմատ կազմել է 17,5 տոկոս, ինչը հետագայում ունեցել է էական նվազման միտում և 2023թ․ հոկտեմբերին կազմել է ընդամենը 6 տոկոս։ Այլ կերպ ասած՝ 2023թ․ հոկտեմբերին տնտեսական ակտիվության ցուցանիշի աճը շուրջ 3 անգամ պակաս է 2022թ․ հոկտեմբերի նույնանուն ցուցանիշից։

3․ Արտաքին, պատահական, կարճաժամկետ գործոններով պայմանավորված բարձր տնտեսական աճի «փուչիկը պայթում է»։

4․ Հիշեցում ՀՀ էկոնոմիկայի նախարարին․ այս տարի «Հ1» հեռուստաընկերության եթերում ինձ հետ բանավեճի ընթացքում կասկածի տակ էր դնում օտարերկրյա դրամական զուտ ներհոսքի ծավալների թռիչքաձև աճի ազդեցությունը 2022թ․ գրանցված բարձր տնտեսական աճի վրա։ Փաստորեն, իրական կյանքն ու մասնագիտական փաստարկները ևս մեկ անգամ հաղթեցին իշխանական պոպուլիզմին և իրավիճակի ձևախեղմանը»,- նշված է հոդվածում։
