ԱԺ «Պատիվ ունեմ» խմբակցության պատգամավոր Թագուհի Թովմասյանի փոխանցմամբ՝ առաջարկ էր ներկայացրել Արցախից բռնի տեղահանված մարդկանց համար բյուջեի միջոցներով ապահովել բնակարանի հարցը և խնդիրը լուծել։
«Դեռևս 2020 թվականի 44-օրյա պատերազմի ժամանակ մենք ունենք 20 հազար արցախահայեր, որոնք Հայաստանից հետ չեն գնացել Արցախ։ Մինչև այսօր նրանց մեծ մասը չունի բնակարան։ Հետևաբար՝ այս օրինակն ունենալով՝ առաջարկեցի հետևյալը՝ եթե ամեն տարի ՀՀ-ն Արցախ է ուղարկել կոնկրետ դրամական միջոցներ, պետք է համարենք, որ մենք շարունակում ենք օգնել արցախահայությանն այդ միջոցներով, սակայն այդ միջոցները տրամադրվեն արցախահայության բնակարանային հարցերը լուծելու համար։
Բնակարան ձեռք բերելու համար ես առաջարկում էի յուրաքանչյուր ընտանիքի տրամադրել մոտ 20 մլն դրամ՝ մոտ 50 հազար դոլար, բայց պայմանով, որ բնակարանները կառուցվեն մարզերում։
2020 թվականին արցախցիներին տրամադրվել են բնակարանների հավաստագրեր, հավաստագիր է ստացել 3763 անձ, սակայն բնակարան ձեռք է բերել՝ 1735, այսինքն՝ հավաստագրերի ինստիտուտն այդքան էլ արդյունավետ չէ»,- ԱԺ-ում լրագրողների հետ զրույցում ասաց Թագուհի Թովմասյանը։
Ըստ պատգամավորի, եթե Արցախից բռնի տեղահանվածներից կան մարդիկ ,որ Հայաստանից էլ են արտագաղթել, ուրեմն՝ ողբերգություն է, դա նշանակում է, որ Հայաստանը նրանց չի կարողանում պահել։
«Ես տեսնում եմ, որ կա հստակ պետական քաղաքականություն, որ արցախցիները չմնան Հայաստանում։ Եթե դու ուզում ես, որ արցախցին ապրի Հայաստանում, 2 հարց պետք է լուծես՝ բնակարանի և աշխատանքի։ Այս երկու հարցերում էլ մենք ունենք լրջագույն խնդիրներ։ Ես շփվում եմ արցախահայերի հետ, մարդիկ ինձ ասում են, որ, օրինակ, եթե ուզում են որևէ տեղ աշխատել, նրանց փափուկ ուժի կիրառմամբ պարտադրում են դառնալ ՀՀ քաղաքացի, որպեսզի աշխատանք տան։ Այն փոքրիկ արժեքը, որը մնացել է արցախցիների մոտ՝ Արցախի անձնագիրն է, իշխանությունը ստիպում է դրանից հրաժարվել։ Ֆիկցիա են այն հայտարարությունները, երբ իշխանությունն ասում է, թե արցախահայության համար ամեն ինչ անում են»,- հավելեց Թագուհի Թովմասյանը։
Ընդդիմադիր խմբակցության պատգամավորը նաև տեղեկացրեց, որ ՀՀ կառավարությունը մինչև հիմա արցախահայության կարիքները չի գնահատել, քանի որ իր առաջարկը մերժել է հենց այն հիմնավորմամբ, որ պետք է կարիքների գնահատում տեղի ունենա։
