«Շիշ բռնող» մականունով Հայկ Սարգսյանը զինվորական ծառայությունից խուսափելը խրախուսող օրինագիծ է ներկայացրել խորհրդարան, ընդ որում այդ օրինագծի հետևանքներն այնքան ծանր կարող են լինել, որ նույնիսկ «Քաղաքացիական պայմանագիր» խմբակցության պատգամավորների մի մասը դեմ է։

Մասնավորապես օրինագծով առաջարկվում է զինծառայությունից խուսափած 27-37 տարեկան քաղաքացիներին 5 տարվա ազատազրկման փոխարեն կամ ծառայել բանակում, կամ ազատվել ծառայությունից 15 միլիոն դրամի դիմաց։ Նաև, ըստ փոփոխությունների, հետախուզվող քաղաքացիները կարող են քրեական հետապնդումից ազատվել 2 միլիոն դրամ վճարով ու 1 տարի ծառայելով, 5 միլիոն դրամի դիմաց ծառայել 6 ամիս, իսկ 10 միլիոն դրամի դիմաց ընդհանրապես մեկ ամսվա ծառայություն անցնեն։ Փոխարենը նաև այս նախագիծը փաստացի խրախուսելու է հարուստներին, որոնք երկրից փախցնելու են իրենց զավակներին, ապա և 27 տարեկանը լրանալուն պես իրենց համար առանձնապես մեծ արժեք չներկայացնող գումար վճարելով զավակներին ազատելու են ծառայությունից։

Ըստ էության «Քաղաքացիական պայմանագրի» այս նախաձեռնությունն ոչ այլ ինչ է, քան սոցիալական անհավասարությունը խրախուսող և հերթական անգամ շերտավորում մտցնող նախագիծ։

Նույնիսկ «Քաղպայմանագրի» պատգամավորներ Քրիստինե Պողոսյանն ու Վիլեն Գաբրիելյանը դեմ են արտահայտվել՝ նշելով, որ սա չափազանց վտանգավոր հետևանքներ կարող է ունենալ։ Օրինագծի վերաբերյալ վերափոխումներ ունի անգամ կառավարությունը, պահանջում է լրամշակում իրականացնել, սակայն նախագիծը երեկ առաջին ընթերցմամբ ընդգրկվել է օրակարգի նախագծում և այսօր մեկնարկող հերթական քառօրյայում դրվել է քննարկման։

Հավասարության և օրենքի գերակայության սկզբունքներով իշխանության եկած «Քաղաքացիական պայմանագիրը» հերթական հակահայկական քայլն է իրականացնում։
