«Փաստ» օրաթերթը գրում է.

Քաղաքաշինության կոմիտեն առաջարկում է փոփոխություններ և լրացումներ կատարել կառավարության մի շարք որոշումներում: Նախատեսվում է կառուցապատման թույլտվությունների ստացման գործընթացում անցում կատարել թույլտվությունների բացառապես առցանց դիմման և տրամադրման համակարգի։ 2022 թ.-ի հունվարի 1-ից պիլոտային ծրագրի շրջանակներում Կոտայքի մարզի Նաիրի, Արմավիրի մարզի Էջմիածին, Արարատի մարզի Մասիս և Լոռու մարզի Վանաձոր համայնքներում նախագծման և շինարարության թույլտվությունների տրամադրումն իրականացվում է բացառապես էլեկտրոնային եղանակով՝ քաղաքաշինական բնագավառի պետական կառավարման լիազորված մարմնի կողմից համակարգվող e-Permits առցանց համակարգի միջոցով։ Այն դիտարկվում է որպես էլեկտրոնային Մեկ պատուհան, որում գործում են ընթացակարգի մասնակից բոլոր մարմինները և կազմակերպությունները:

Գործընթացի հաջորդ փուլում Կոտայքի, Արմավիրի, Արարատի և Լոռու մարզերում կառուցապատման թույլտվությունների ստացման գործառույթների ամբողջական շղթան իրականացվելու է էլեկտրոնային եղանակով: Կառավարության 2021-2026 թթ. գործունեության միջոցառումների ծրագիրը ենթադրում է, որ մինչև 2025 թ.-ի հունվարի 1-ը քաղաքաշինական թույլտվությունների գործընթացն ամբողջությամբ իրականացվելու է e-Permits առցանց համակարգի միջոցով, ինչի նպատակն է զգալիորեն կրճատել քաղաքաշինական թույլտվությունների տրամադրման փուլերը և խստագույնս պահպանել թույլտվությունների տրամադրման ժամկետները, բովանդակային իմաստով վերանայել թույլտվություն պահանջող գործողության շրջանակը:

Քաղաքաշինության կոմիտեն կարծում է, որ որոշման ընդունման արդյունքում կկանոնակարգվեն կառուցապատման հիմնական փուլերի (ՃՀԱ-ի տրամադրում, նախագծի համաձայնեցում և շինարարության թույլտվության տրամադրում) հետ կապված առկա խնդիրները, կստեղծվի հարմար, թափանցիկ գործելու միջավայր (էլեկտրոնային Մեկ պատուհան), որը հնարավորություն կտա մի կողմից ապահովել բոլոր մարմինների և կազմակերպությունների պահանջները, մյուս կողմից առցանց և միաժամանակյա գործելու շնորհիվ կկրճատվեն կառուցապատողների շփումները վերջիններիս հետ, կխնայվի ժամանակ: Համակարգը թույլ կտա նաև իրականացնել գործընթացների մոնիթորինգը և կծառայի շինարարության բնագավառի միասնական տեղեկատվական շտեմարան ունենալուն: Ակնկալվում է առաջին հերթին թեթևացնել առկա վարչարարական և ֆինանսական բեռը:
