ՀՀ կառավարության 2023 թ. հոկտեմբերի 12-ի N 1756-Լ որոշմամբ հաստատվել է «2023 թվականին Լեռնային Ղարաբաղից բռնի տեղահանված ուսուցիչների օժանդակության ծրագիրը», որի նպատակը տեղահանված ուսուցիչներին մասնագիտական աշխատանքով ապահովելն է։
 
Սա ՀՀ ԿԳՄՍ նախարարության պաշտոնական պատասխանն է՝ կապված Արցախցի ուսուցիչներին աշխատանքով ապահովելու հարցման հետ։ Չնայած դրան, ես պարբերաբար բողոք եմ ստանում, որ Հայաստանի մի շարք դպրոցներում տնօրենների կամ նրանց մանկլավիկների ինքնագործունեության հետևանքով կողմնակալ բացասական վերաբերմունք է ցուցաբերվում Արցախցի ուսուսիչների նկատմամբ, թափուր տեղի մրցույթների ժամանակ նրանց խանգարում են կամ արտահայտված վատ վերաբերմունք ցուցաբերում։
 
Զգուշացնում եմ բոլոր նման տնօրեններին ու չինովնիկներին, Արցախցի ուսուցիչների նկատմամբ կողմնակալ բացասական վերաբերմունքը և խանգարելը քրեական պատասխանատվության հիմք է, ինչին ես կհասնեմ։ Արդեն որոշ դեպքերի մասին ունեմ որոշ տեղեկություններ, որոնց հաստատման դեպքում խոստանում եմ՝ տվյալ տնօրենները լավագույն դեպքում կազատվեն զբաղեցրած պաշտոններից, իսկ ես կձգտեմ քրեական պատասխանատվության։
 
Սիրելի Արցախցի ուսուցիչներ, եթե դուք օրենքով սահմանված կարգով մասնակցում եք թափուր տեղի համար մրցույթների, և ձեր նկատմամբ ակնհայտ բացասական վերաբերմունք են ցույց տալիս դպրոցի պաշտոնյաները կամ ԿԳՄՍ նախարարության ներկայացուցիչները, խնդրում եմ՝ ինձ տեղեկացրեք։ Ոչ մի հանցանք անպատիժ չպետք է մնա։
