Հունվարի 1-ից Հայաստանում մշտական բնակություն ունեցող անձինք, որոնք 3-րդ երկրից ժամանակավոր ավտոմեքենա կներկրեն, պետք է սահմանին դեպոզիտային գումար թողնեն։ Նախատեսվում է ֆիզիկական անձի կողմից ժամանակավորապես ներմուծված տրանսպորտային միջոցի գծով միասնական դրույքաչափով վճարման ենթակա գումարը փոխանցել ՀՀ պետական բյուջեի գանձապետական հաշվին, որը հետ կվերադարձվի ժամանակավոր ներմուծման համար սահմանված ժամկետում վերաարտահանվելու դեպքում` քաղաքացու դիմումի հիման վրա:
«Արմենպրես»-ի մամուլի սրահում հրավիրված ասուլիսում ՊԵԿ մաքսային հսկողության վարչության պետ Արտեմ Կարապետյանը նշեց, որ փորձում են կանոնակարգել ստեղծված իրավիճակը։
«Ի՞նչ էր տեղի ունենում։ Շատերը, մշտապես բնակվելով Հայաստանում, 3-րդ երկրից ավտոմեքենա են բերում, ժամանակավոր ներմուծում են ու բնականաբար չեն մաքսազերծում։ Մեկ տարին լրանալուց հետո սահմանը հատում են, նորից հետ են գալիս ու շարունակում են մեքենան շահագործել առանց մաքսազերծելու։ Այդ մեքենան օգտագործում են իրենց անձնական նպատակներով, որոշ դեպքերում ծավալում են տնտեսական գործունեություն։
Արդյունքում, ստեղծվում են անհավասար պայմաններ այն մարդկանց համար, որոնք Հայաստանում մշտական բնակվելով, բերում են ավտոմեքենա ու ոչ միայն մաքսազերծում են, այլև վճարում են անհրաժեշտ հարկերը»,-ասաց Արտեմ Կարապետյանը։
Հունվարի 1-ից արդեն իրավիճակն այլ կլինի։ Նրանք, որոնք կունենան ՀՀ-ում մշտական բնակություն ու 3-րդ երկրից ժամանակավոր մեքենա կներկրեն ստիպված կլինեն սահմանին թողնել դեպոզիտային գումար։
«Պարզ օրինակ ներկայացնեմ, որ հասկանալի լինի։ ՀՀ քաղաքացին կամ մշտական բնակություն ունեցող անձը Վրաստանում հաշվառված ավտոմեքենայով գալիս է Հայաստան։ ԵԱՏՄ օրենսդրությամբ սահմանված է, որ քաղաքացին պարտավոր է լինելու մաքսային արժեքի չափով գումար վճարել, որը սառեցվելու է, իսկ հետո երկրից դուրս գալու պարագայում վերադարձվելու է»,-ասաց Արտեմ Կարապետյանը։ Մասնագետն ընդգծեց, որ այս կարգավորումը զբոսաշրջիկներին չի առնչվելու։ Խոսքը ՀՀ-ում մշտապես բնակվողների մասին է։
Պետական եկամուտների կոմիտեի հաշվարկներով ներկայում Հայաստանում մշտական բնակություն ունեցող քաղաքացիների կողմից 3-րդ երկրից ժամանակավոր ներկրված մոտ 9 հազար մեքենա կա։ Խնդիրը լուծելու ու քաղաքացիների ֆինանսական բեռը թեթևացնելու համար պետությունը կաջակցի այդ մեքենաների մաքսազերծման պարագայում։
