«Քաղաքացիական պայմանագիրը» զավթեց իշխանությունը Ալավերդիում

Ինչպես և կանխատեսել էինք, «Քաղաքացիական պայմանագիրը» զավթեց իշխանությունը Ալավերդիում։ Համայնքի ղեկավար, «Ապրելու երկիր» կուսակցությունից Արկադի Թամազյանն է այդ մասին հայտնել ֆեյսբուքում, նշել, որ գործընթացն օրենքի խախտումներով է իրականացվել։
Ըստ Թամազյանի՝ մեկ տարվա ընթացքում տարաբնույթ հերյուրանքների շահարկումներից, սուտ և մտացածին խոսակցություններից հետո, նման որոշումը սպասելի էր, թե՛ իր և թե՛ Ալավերդու բնակիչների համար։
Հիշեցնենք, որ «Քաղպայմանագրին» հաջողվել էր իր կողմը գրավել «Ապրելու երկրի» խմբակցության անդամներից մեկին, նաև պարտադրել էին ՔՊ խմբակցության մեկ անդամի վայր դնել իր մանդատը։ Այդ կինը հրաժարվում էր կատարել ՔՊ-ի ապօրինի հրահանգները։ Ըստ Արկադի Թամազյանի՝ բնակչության վստահության շնորհիվ ավագանու անդամի կարգավիճակ ստացած, սակայն անձնական շահի և ցանկությունների կառավարման համար օգտագործված առնետի ընտրած ճանապարհն է ցավալի։
«Քաղաքացիական պայմանագիրը» ոչ միայն Ալավերդում, այլ նաև մյուս այլ համայնքներում, որտեղ պարտություն է կրել, իշխանությունը փորձում է զավթել այսպիսի անազնիվ մեթոդներով, իսկ այն տարածքներում էլ, որտեղ հնարավոր չէ նույնիսկ ահաբեկումների և շանտաժի և կաշառքի միջոցով իրենց կողմը գրավել ավագանու անհրաժեշտ թվով անդամներ, պարզապես համայնքի ղեկավարներին պարտադրում են աշխատել իրենց հետ։
Մի շարք համայնքներում, որտեղ ՔՊ-ն պարտություն էր կրել և փոքր խմբակցություններ ունի, այսօր պարզապես իրենց կողմն են գրավել համայնքապետերին՝ թե՛ անձնական երաշխիքներ խոստանալով և թե՛ պարտադրելով կատարել իշխանության քմահաճույքները, հակառակ դեպքում բնակավայրերին զրկելով դոտացիաներից և սուբսիդիաներից։
Մի շարք համայնքապետեր, մասնավորապես Սյունիքում, արդեն իսկ անցել են Փաշինյանի թրի տակով, թեև նախկինում արմատական ընդդիմադիրներ էին։ Այս դեպքում էլ Ալավերդիում գործ ունենք «Քաղաքացիական պայմանագրի» իրականացրած ապօրինությունների հետ։ «Ապրելու երկիրն», ի դեպ, հաշվի առնելով ընթացող զարգացումները՝ դեմ չէր արտահերթ ընտրություններ անցկացնելուն, դեմ է թերևս ՔՊ-ն՝ հասկանալով, որ արտահերթ ընտրությունների դեպքում կարող են պարտվել շատ ավելի լուրջ տարբերությամբ։
