Լատվիայում Ադրբեջանի դեսպան Էլման Զեյնալովի կնոջ` Նազիրա Զեյնալովայի նկատմամբ ոստիկանության երթեւեկության անվտանգության տեսուչներին կաշառք առաջարկելու հոդվածով քրեական գործ է հարուցվել:

Նազիրա Զեյնալովան, հետեւելով Ադրբեջանի համար ավանդական ուղուն, վարորդական իրավունքի վկայականը փորձել է ստանալ՝ շրջանցելով հատուկ դասընթացներ անցնելու եւ քննություն հանձնելու պահանջը, այսինքն` որոշակի վճարի դիմաց: Նրա արարքն այնքան է ապշեցրել օրինապաշտ լատվիացիներին, որ ներկայում նրա գործը քննում է երկրի Հակակոռուպցիոն գրասենյակը:
Դիմելով Ճանապարհային երթեւեկության անվտանգությանտն օրինության (CSDD) տեղացի տեսուչներին, կաշառքին սովոր ադրբեջանուհին առանց ավելորդ բացատրությունների վարորդական վկայականի համար տեսուչներ Իվասին եւ Ուլդասին 500 եվրո գումար է առաջարկել: Տեսուչները հաստատել են իրենց կաշառք տալու փորձի փաստը:
«Մենք անմիջապես զանգահարել ենք Հակակոռուպցիոն գրասենյակ, եւ Ադրբեջանի քաղաքացին բերման է ենթարկվել: Նրան ազատ են արձակել, բայց նրա գործն այժմ գտնվում է այդ գրասենյակի կողմից հետաքննության տակ», -haqqin.az կայքին հայտնել է տեսուչ Իվաս Կարլիսը:
Էլման Զեյնալովը ԶԼՄ-ներին հայտնել է, որ կինը տեսուչներին գումարն առաջարկել է ոչ թե վարորդական վկայականի, այլ` «որպես Նոր տարվա համար նվեր»:
Էլման Հիդայաթ օղլու Զեյնալովը արտաքին գերատեսչության ծառայության մեջ է 1993 թվականից: Աշխատել է Ուկրաինայում Ադրբեջանի դեսպանատանը, Ադրբեջանի ԱԳՆ-ի կենտրոնական ապարատում: 2005 թվականից եղել է Բուլղարիայում Ադրբեջանի դեսպանը, այնուհետեւ` դարձել Լատվիայում դեսպան:
Ադրբեջանի ԱԳՆ-ն հրաժարվել է ԶԼՄ-ների համար մեկնաբանել տվյալ միջադեպը:
