Ո՞վ ներդրում անի մի երկրում, որի ժողովուրդն իր ապագայի վերաբերյալ անորոշ պատկերացումներ ունի. Զաքարյան

Որքան էլ, որ հայրենի Արցախը հանձնած և հազարավոր երիտասարդների զոհվելու պատճառ դարձած կառավարիչները խոսեն Հայաստանի ցուցանիշների բարելավման մասին, դրանից իրականությունը չի փոխվելու:
 
Աջ ու ձախ խոսում են “ազատ շուկայի” մասին, տնտեսական մենաշնորհների` իբրև թե վերացման մասին, բայց դրանից, միևնույն է, արտաքին ներդրումները չեն գալիս Հայաստան:
 
Իսկ ո՞վ կբերի ներդրում անի մի երկրում, որի ժողովուրդն իր ապագայի վերաբերյալ անորոշ պատկերացումներ ունի:
 
Ո՞վ է երաշխավորելու ներդրումները, որտեղ նույնիսկ պետության արտաքին անվտանգության հարցերը լուծված չեն, և բարձրագույն իշխանություններն ու քաղաքական համակարգը խոսում են հնարավոր նոր պատերազմական ռիսկերի մասին:
Ո՞վ կվստահի իր ներդրումները մի կառավարությանը, որն արտաքին հարաբերություններում հայտնի է դարձել որպես անվստահելի, տեղից-տեղ թռչող, դաշնակից ու գործընկեր երկրների հետ կայուն հարաբերություններ չունեցող:
 
Ո՞վ է պատրաստ երկարաժամկետ ներդրումներ ու կապիտալ ծախսեր անել մի երկրում, որի կառավարությունը չի կարողանում երաշխավորել իր քաղաքացիների ու Արցախի հայրենակիցների մասնավոր սեփականության անձեռնմխելիությունը:
 
Ո՞վ է այն անխելք ներդրողը, որը կհավատա մի կառավարությանը, ով իր գործունեության ծրագրում գրված հիմնական դրույթներին հակառակ ու հակասող քաղաքականություն է իրականացնում:
 
Խոշոր բիզնեսը և հատկապես արտաքին ներդրումները, ցանկանացած պետության զգայուն ոլորտներից մեկն են: Չկա անվտանգություն, կայունություն, սոցիալական արդարություն, քաղաքական կանխատեսելիություն, արտահանման և ներկրման երաշխավորված քաղաքականություն՝ չի լինելու նաև ներդրումային գրավչություն: Թշնամանք ու հանրային պառակտում տարածող իշխանությունը ինչպե՞ս կարող է գրավչություն ապահովել արտաքին ներդրողների համար:
 
Հայկական “ժողովրդավարության” փուչիկն այլևս գրավիչ չէ: Այն փչվել է միայն նրա համար, որպեսզի արտաքին խաղացողներն իրենց ռազմավարական ծրագրերն առաջ տանեն՝ սեփական շահերի համար, բացահայտ կերպով օգտագործելով ՀՀ կառավարիչներին:
 
Հայաստանում և Արցախում տեղի ունեցած բոլոր խոշոր ներդրումներն արվել են նախորդ իշխանությունների, մասնավորապես Ռոբերտ Քոչարյանի ու Սերժ Սարգսյանի կառավարման տարիներին՝ հստակ երաշխիքների և վստահելի գործընկերային հարաբերությունների պարագայում:
 
Արտաքին բիզնեսի համար, այսօրվա Հայաստանն օգտագործվել և օգտագործվում է որպես տրանզիտ, որից պետությունը որևէ մնայուն արժեք չի շահում՝ բացի ֆինանսական շրջանառությունից ստացված եկամուտներից: Դրանք էլ պարզ չէ, թե ո՞ր ոլորների զարգացմանն են ծառայել կամ ծառայում:
