69 ՏՏ ընկերություն՝ միասին վերցրած, վճարում են գրեթե նույնքան հարկ, որքան Զանգեզուրի պղնձամոլիբդենային կոմբինատը

Պետական եկամուտների կոմիտեի հրապարակած տվյալների համաձայն՝ 2023թ. հունվար-սեպտեմբերին 1000 խոշոր հարկ վճարողների կողմից պետբյուջե է վճարվել շուրջ 1 տրլն 267 մլրդ դրամ, որը 2022թ․ համեմատ աճել է 17%-ով:
2023թ․ 9 ամսվա տվյալներով՝ խոշոր հարկատուների ցանկը գլխավորում է Զանգեզուրի պղնձամոլիբդենային կոմբինատը, որը պետբյուջե է վճարել 52,4 մլրդ դրամ:
Հատկանշական է, որ 2023թ․ հունվար-սեպտեմբերին 1000 խոշոր հարկատուների ցանկում ներառվել է 69 ՏՏ ընկերություն, որոնք պետբյուջեի համար ապահովել են 59 մլրդ դրամի եկամուտ կամ ՊԵԿ-ի կողմից վերահսկվող եկամուտների 4,2%-ը։
Ստացվում է, որ խոշոր հարկատուների ցուցակում հայտնված 69 ՏՏ ընկերություն՝ միասին վերցրած, պետական գլխավոր դրամարկղ վճարում են գրեթե նույնքան հարկ, որքան Զանգեզուրի պղնձամոլիբդենային կոմբինատը։
Ու սա այն դեպքում, երբ պետությունը շարունակում է ուշադրության կենտրոնում պահել բարձր տեխնոլոգիական ոլորտը՝ ստեղծելով լայն հնարավորություններ առավել անկաշկանդ գործունեություն իրականացնելու համար։
Այս համատեքստում արձանագրենք, որ 2023թ. պետբյուջեով բարձր տեխնոլոգիական ոլորտին հատկացվել է 13,7 մլրդ դրամ։ Բացի այդ, 2023թ. պետբյուջեից միջոցներ են տրամադրվել ՏՏ ոլորտի մի շարք ծրագրերի՝
«Մասնագետների պատրաստման բուհ-մասնավոր հատված համագործակցություն» ծրագիր՝ 310 մլն դրամ:
«Ձեռներեցության տեխնոլոգիական էկոհամակարգ» ծրագիր՝ 500 մլն դրամ
«Պետական աջակցություն ոլորտում գործունեություն իրականացնող առևտրային կազմակերպություններին և անհատ ձեռնարկատերերին»՝ 12,6 մլրդ դրամ:
«Շուկաների զարգացում և միջազգային համագործակցություն» ծրագիր՝ 300 մլն դրամ:
2023թ. կազմակերպվել է «Հավք 2023» աթս–երի երրորդ մրցույթը: Միջոցառման մրցանակային ֆոնդի տրամադրման համար պետբյուջեից հատկացվել է 15 մլն դրամ:
Ի դեպ, պետական աջակցությունը տեղեկատվական տեխնոլոգիաների ոլորտին այսքանով չի սահմանափակվում։ «Տեղեկատվական տեխնոլոգիաների ոլորտի պետական աջակցության մասին» օրենքի համաձայն՝ մինչև 30 աշխատակից ունեցող սկսնակ կազմակերպություններին և անհատ ձեռնարկատերերին տրամադրվում է հարկային արտոնության հավաստագիր։ Այն կազմակերպություններին և անհատ ձեռնարկատերերին հնարավորություն է տալիս վճարել 10% եկամտահարկ և 0% շահութահարկ։
«Տեղեկատվական տեխնոլոգիաների ոլորտի պետական աջակցության մասին» օրենքի ընդունումից մինչ օրս ՏՏ ընկերություններին տրամադրվող հարկային արտոնությունից արդեն օգտվել է 3950 կազմակերպություն։
Ընդհանրացնելով՝ պետք է արձանագրել, որ միայն ՏՏ ոլորտի մի շարք ծրագրերին հատկացված պետական աջակցության ընդհանուր գումարը կազմել է 13 մլրդ 725 միլիոն դրամ, որը հավասար է ԲՏԱ նախարարության մեկ տարվա բյուջեին՝ այն դեպքում, երբ 9 ամսվա համար ԲՏԱ-ի բյուջեն կազմում է 10,275 միլիարդ դրամ։
