Մինսկում երեկ կայացել է ՀԱՊԿ գագաթնաժողովը, որին ինչպես ավելի վաղ հաղորդվել էր չի մասնակցել Հայաստանը։ Ընդհանուր առմամբ գագաթնաժողովին Հայաստանին անդրադարձն այնքան էլ մեծ չի եղել, միայն Բելառուսի նախագահ Ալեքսանդր Լուկաշենկոն է հայտարարել, թե խնդիրներ կան և այդ խնդիրները պետք է լուծել բանակցությունների սեղանին, այլ ոչ դեմարշներով։ Միաժամանակ Ռուսաստանի իշխանության տարբեր ներկայացուցիչներ դրական տենդենցներ են տեսնում՝ նշելով, որ Հայաստանը չմասնակցելով հանդերձ, չի արգելափակել ՀԱՊԿ որևէ որոշում, ինչը չափազանց դրական է գնահատվել գործընկերների կողմից, միաժամանակ հարուցել հայաստանյան արևմտամետ որոշ զանգվածների բուռն դժգոհությունը, որոնք ակնկալում էին, որ գործող վարչախումբը՝ Նիկոլ Փաշինյանի գլխավորությամբ, կգնա մինչև վերջ և կխզի հարաբերությունները Հավաքական անվտանգության պայմանագրի հետ։
 
Փաստացի, Փաշինյանը և իր պաշտոնյաները ՀԱՊԿ-ի հետ առնչություններում ընդամենը խոսում են մանր շանտաժի լեզվով և գիտեն իրենց առավելագույն սահմանը, որպեսզի չհասցնեն խնդիրների և Ռուսաստանն էլ գնահատել է այս հանգամանքը, մասնավորապես Վլադիմիր Պուտինի մամուլի քարտուղար Դմիտրի Պեսկովը՝ ափսոսանք հայտնելով ՀԱՊԿ գագաթնաժողովին Հայաստանի չմասնակցելու հանգամանքով, նշել է թե Հայաստանը շարունակում է մնալ Ռուսաստանի դաշնակիցն ու բարեկամը և նրա հետ խոսակցությունը շարունակվելու է։ Նույն տոնայնության մեջ եղել է նաև Ռուսաստանի ԱԳՆ խոսնակ Մարիա Զախարովայի գնահատականը։
 
Առաջիկա օրերին Երևան է ժամանելու ՀԱՊԿ գլխավոր քարտուղար Իմանգալի Տասմագամբետովը, որը Հայաստանին ներկայացնելու է կայացված որոշումները և դրանց ընթացքը։
 
Հայաստանի ԱԳՆ-ից հայտարարել են, թե կդիտարկեն ՀԱՊԿ կանոնադրական մարմինների նստաշրջանի արդյունքներով ընդունված փաստաթղթերը և, հաշվի առնելով առկա ընթացակարգերը, դրանց Հայաստանի կողմից միանալու հարցը։
