«Ռուսական գրքի տան» հիմնադիր, Ռուս-հայկական գործարար խորհրդի վարչության նախագահ, մեկենաս Մհեր Ավետիսյանը Ֆեյսբուքի իր էջում գրել է․
 
«Պարոն Զատուլինը հանդես է եկել մի հայտարարությամբ՝ հաստատելով,որ 2021 թվականին Հայաստանում անցկացված պառլամենտական ընտրությունների ժամանակ Ռուսաստանն աջակցել է Նիկոլ Փաշինյանին և հրաժարվել է հայաստանյան ընդդիմությանն աջակցելուց։
Վերջերս ֆեյսբուքյան իմ էջում ես արդեն գրել եմ այն մասին, որ Ռուսաստանը երբեք չի խառնվել Հայաստանի ներքաղաքական կյանքին, և առհասարակ Ռուսաստանը երբեք չի միջամտել որևէ պետության ներքին գործերին։
 
Այն ժամանակ իմ դեմ ուղղվեց քննադատության մի հսկա ալիք։ Եվ ահա պարոն Զատուլինը հայտարարություն արեց, որի բովանդակությունից կարելի է հասկանալ, որ Ռուսաստանը փաստորեն խառնվել է Հայաստանի ներքին քաղաքական օրակարգին և դրանով իսկ աջակցել է Նիկոլ Փաշինյանի վերընտրությանը։
 
Հայաստանում մեծ խանդավառությամբ ընդունվեց այդ տեսակետը։ Ներկայիս հայ ԶԼՄ-ների հավաստմամբ Ռուսաստանն օգնել է Փաշինյանին վերընտրվել Հայաստանի վարչապետ ոչ միայն 2021 թվականին, այլ նաև ակնկալվում է, որ Ռուսաստանն արդեն իսկ 2018թ. աջակցել է Նիկոլ Փաշինյանի իշխանության գալուն։
 
Ես խորապես համոզված եմ, որ նման հայտարարություններն ունեն մեկ հստակ նպատակ` վատացնել ռուս-հայկական փոխհարաբերությունները։
Հասկանալու համար այդ պարզ ճշմարտությունը` անհրաժեշտ է ընդամենը ուսումնասիրել Ռուսաստանի քաղաքական կյանքը, Կրեմլի քաղաքական մտորումները և տիրապետելով իրավիճակի վերլուծության ունակությանը՝ յուրաքանչյուր մարդու համար դժվար չի լինի համոզվել այն բանում, որ իմ այս պնդումները ճշմարիտ են, և մարդիկ, ելույթ ունենալով նման հակառուսական դիրքերից, կամ քաղաքական ոլորտում անգրագետ են, կամ էլ ունեն հայ-ռուսական հարաբերությունները վատացնելու հեռու գնացող միտումներ։
Եվ չի բացառվում, որ դրանով իսկ նրանք փորձում են աջակցել Հայաստանում գործող որոշ քաղաքական ուժերի։
 
Հայաստանի ընդդիմությունը, հաշվարկելով Հայաստանի և Արցախի վիճակը, ելույթ չէր ունենում՝ դրությանը համապատասխան քաղաքական որոշումներով։ Սակայն դա չի նշանակում, որ հետևելով նրա քայլերին և գործելակերպին կարելի էր ենթադրել կամ էլ պնդել, որ Ռուսաստանն աջակցել է Նիկոլ Փաշինյանին։
 
Դա սխալ տեսակետ է և ինձ համար ցավալի է, որ պարոն Զատուլինը ելույթ է ունենում նման գնահատականներով, հնարավոր է, գուցե չցանկանալով դա անել, չգիտակցելով, որ ինքը ջուր է լցնում Հայաստանի այն քաղաքական ուժերի ջրաղացին, որոնք ցանկանում են վատթարացել հայ-ռուսական հարաբերությունները։
 
Կոստանտին Զատուլինի նկատմամբ հարգանք ունեմ և՛ որպես Ռուսաստանի պատրիոտ, և՛ որպես քաղաքական գործիչ , ով բազմիցս և այսօր էլ փորձում է իր հայտարարություններով և քաղաքական գործունեությամբ նպաստել հայ-ռուսական հարաբեությունների զարգացմանն ու աջակցել Հայաստանի ու Արցախի խնդիրներին»։
