Բելառուսի մայրաքաղաք Մինսկում երկու օրից հրավիրվելու է ՀԱՊԿ գագաթնաժողովը, և երեկ քննարկել են գագաթնաժողովի նախապատրաստական աշխատանքները։ Բելառուսի նախագահ Ալեքսանդր Լուկաշենկոյի հետ հանդիպմանը ՀԱՊԿ գլխավոր քարտուղար Իմանգալի Տասմագամբետովը հայտնել է, թե պաշտոնական Երևանը խնդրել է ՀԱՊԿ առաջիկա գագաթնաժողովի օրակարգից հանել Հայաստանին օգնություն ցուցաբերելու հարցը։

Դեռևս անցած տարվա նոյեմբերին Երևանում կայացած նիստում Հայաստանը հրաժարվեց ստորագրել եզրափակիչ արձանագրությունը՝ նշելով, թե ՀԱՊԿ-ը քաղաքական գնահատական չի տալիս Ադրբեջանի ներխուժմանը Հայաստանի տարածք։ Խորհրդի նիստում ընդունված 34 որոշումներից, ըստ Տասմագամբետովի, կյանքի չեն կոչվել միայն երկուսը, դրանցից մեկը ՀԱՊԿ անվտանգության խորհրդի Հայաստանին տրամադրվող օժանդակության մասին որոշման վերախմբագրումն էր, ու, չնայած ՀԱՊԿ-ը խմբագրումներ է իրականացրել, սակայն հայկական կողմը որևէ հետաքրքրություն այդ փաստաթղթի հանդեպ չի ցուցաբերել, ավելին տարվող աշխատանքների ավարտական փուլում ընդհանրապես խնդրել են այն հանել օրակարգից։ Եվ նույն այդ օրը, երբ ՀԱՊԿ գլխավոր քարտուղարը հայտնում է այս տեղեկությունը, հայտնի է դառնում, որ Երևանում արտգործնախարարությունում ստորագրվել է ԵՄ դիտորդական առաքելությանը հատուկ կարգավիճակ տրամադրելու արձանագրությունը։

Ամենևին էլ պատահաբար չէր ընտրված օրը, և սրանով պաշտոնական Երևանը Ռուսաստանին և ՀԱՊԿ գծով մյուս դաշնակիցներին պարզապես ակնարկում է, որ այլևս որևէ կերպ ցանկություն չունի հարաբերվել ՀԱՊԿ-ի հետ։ ՀԱՊԿ հեղինակությանը Երևանի կողմից հասցված հարվածը, իհարկե, չափազանց ուժգին է և անհնար է, որ ՀԱՊԿ-ը չպատասխանի Երևանի այս քայլին, իսկ ինչ մնում է Հայաստանի գործող վարչախմբին, ապա նրանք շարունակում են իրենց հակառուսական քաղաքականությունն անշեղորեն իրականացնել և օրեցօր ավելի լուրջ խնդիրներ հարուցել, թե՛ ՀԱՊԿ-ի համար և թե՛, նաև Հայաստանի Հանրապետության համար։
