Փաստ է, որ պետքարտուղարությունը նշել է, թե իրենց հայրենիքը լքած մարդկանց պետք է հնարավորություն տրվի վերադառնալ, չեմ կարծում, թե լուծում կամ հավաստիացում է այն հայերի համար, որոնք հարկադրված լքել են հարազատ տները: Այս մասին «Ամերիկայի ձայն»-ին տված հարցազրույցում նշել է ԱՄՆ կոնգրեսական Ջիմ Կոստան:
«Կարծում եմ՝ ապագա քննարկումներում այս հարցը պետք է հստակ կերպով ներկայացված լինի եւ չեմ կարծում, թե թույլտվություն է հարկավոր այդ մարդկանց համար: Նրանք պետք է կարողանան վերադառնալ իրենց տները երբ ցանկանան»,-ասել է նա:
Հարցին, թե ով պետք է երաշխավորի նրանց անվտանգությունը, որոնք կցանկնան վերադառնալ ԼՂ, Կոստան պատասխանել է. «Դա պետք է ամրագրվի խաղաղության համաձայնագրում եւ հենց այդ պատճառով է այդքան կարեւոր համաձայնագիրը: ԱՄՆ-ն պետք է վստահ լինի, որ դա ապագա բանակցությունների հիմնական կետերից մեկն է լինելու, որին համաձայնել է նաեւ Ադրբեջանը»:
Նրա խոսքով, այսօր Հայաստանի եւ Ադրբեջանի միջեւ լարվածության հիմք կա. «Ադրբեջանի չցանկանալը վերադառնալ բնակցության սեղանի շուրջ ինքնին վկայում է այդ մասին: Երկրորդ, նրանց ցանկությունը՝ գործ ունենալ Թուրքիայի եւ Ռուսաստանի հետ, եւս խոսում է այդ մասին:
2400 ռուս զինվորները, որոնք իբր խաղաղապահներ էին, պարզվեց՝ ոչինչ չեն արել, երբ մարդկանց ստիպում էին տարհանվել: Մինչ այդ էլ ԼՂ շրջափակման ժամանակ նրանք թույլ չէին տալիս միջանցքով սննդամթերք եւ բժշկական պարագաներ տեղափոխել ԼՂ: ԱՄՆ-ն պետք է ապահովի, որ լինի արդարություն եւ համաձայնություն, որը կպահպանեն բոլոր կողմերը»:
