2023 թվականի ինն ամսվա մեջ ՀՀ բյուջեի պաշտպանության ոլորտի կապիտալ ծախսերի կատարումը 55 տոկոս է: Այս մասին այսօր ԱԺ նիստում հայտարարեց «Հայաստան» խմբակցության պատգամավոր Գեղամ Մանուկյանը՝ ելույթ ունենալով 2024 թվականի բյուջեի նախագծի պաշտպանության բլոկի վերաբերյալ:
Նրա խոսքով՝ նախատեսված 226.6 մլրդ դրամից ծախսվել է միայն 124. 6 մլրդ-ը, այն դեպքում, երբ նախորդ տարի էլ հայտարարվեց աննախադեպ ֆինանսավորման մասին:
Ընդդիմադիր պատգամավորը հայտնեց, որ նախորդ տարվա բյուջեով նախատեսված էր, որ ԶՈւ զինծառայողները 2024-ին պետք է ներկայանան նոր հանդերձանքով, բայց դա չի լինի, քանի որ մրցույթը չի կայացել:
Հիշելով, որ Արարատ Միրզոյանը հայտարարել է, որ սպառազինության ձեռք բերման և ներկրման համար կան լոգիստիկ խնդիրներ՝ Գեղամ Մանուկյանն ասաց. «ՀՀ քաղաքացի՛, քո պաշտպանողունակության բարձրացման հետ կապված կա լոգիստիկ խնդիր»:
Նա նաև նշեց, որ ԱԺ Պաշտպանության և անվտանգության հարցերի մշտական հանձնաժողովում այդ հարցերը քննարկվել են բայց չի կարող դրանց մասին բարձրաձայնել:
Գեղամ Մանուկյանը նաեւ հայտարարեց. «Շուրջ երկու տարի է ՀՀ ԶՈւ ուղեղային կենտրոնը՝ ԶՈւ ԳՇ օպերատիվ գլխավոր վարչության պետի պաշտոնը թափուր է: ԶՈՒ ԳՇ մարտական պատրաստվածության գլխավոր վարչության պետի պաշտոնը թափուր է: Զորակոչային եւ զորահավաքային համալրման առայության պետի պաշտոնը մասիներ շարունակ թափուր է: Ավելին, մարտից թափուր է մնում հայ-ռուսական միացյալ զորախմբի հրամանատարի պաշտոնը»:
Պատգամավորը հարց հնչեցրեց, թե ուր են գնում պաշտպանության համար հատկացվող միլիարդավոր դրամները, եթե նման հարցերը չեն լուծվում:
