Նոյեմբերի 23-ին Մինսկում տեղի կունենա ՀԱՊԿ գագաթնաժողովը։ Ռուսաստանի դաշնության նախագահ Վլադիմիր Պուտինը հայտնել է իր մասնակցության մասին։ Հայաստանի վարչապետ Նիկոլ Փաշինյանի մասնակցության վերաբերյալ որոշում դեռ չկա, ասել է փոխարտգործնախարար Վահան Կոստանյանը։ Ե՛վ Փաշինյանի մամուլի խոսնակ Նազելի Բաղդասարյանը, եւ՛ կառավարության տեղեկատվության եւ հասարակայնության կապերի վարչության պետ Արմեն Խաչատրյանը մեր զանգերին չպատասխանեցին, թեեւ պատասխանելու պարագայում էլ հստակ պատասխան, որպես կանոն, չեն տալիս։
Չի բացառվում, որ Նիկոլ Փաշինյանը չգնա այդ հանդիպմանը՝ հաշվի առնելով վերջին շրջանում ՔՊ-ականների դրսեւորած` Ռուսաստանի, ԱՊՀ-ի, ՀԱՊԿ-ի հետ կապված միջոցառումները բոյկոտելու դիրքորոշումից։ Ռուսաստանի հետ ուղիղ առճակատումն այնքան տեսանելի է, որ ԱՊՀ երկրների անվտանգության խորհուրդների քարտուղարների տարեկան ժողովին Փաշինյանը չուղարկեց անգամ ԱԽՔ Արմեն Գրիգորյանին, նրա փոխարեն Հայաստանը ներկայացրեց ՌԴ-ում ՀՀ դեսպան Վաղարշակ Հարությունյանը։
Իսկ ինքը հերթական անգամ մեկնել է Փարիզ` մասնակցելու «Խաղաղության ֆորումին», որին 2018-2019 թվականներին էլ է մասնակցել: Այս ֆորումը 5-րդ անգամ է հրավիրվում, նախաձեռնվել է Առաջին համաշխարհային պատերազմի ավարտի հարյուրամյակի կապակցությամբ` Մակրոնի կողմից:
2019-ին մասնակցելով այս ֆորումին Նիկոլ Փաշինյանը ուշագրավ մտքեր է արտահայտել արցախյան կարգավորման հետ կապված: Մասնավորապես բառացիորեն ասել է. «Ադրբեջանի իշխանությունը պնդում է, որ Արցախը Ադրբեջանի մաս է, սա շատ տարօրինակ փաստ է, սա նշանակում է, որ նրանք ուզում են տարածքներ` առանց մարդկանց։ Արցախի ժողովուրդը գիտի, որ ինքը Ադրբեջանի կազմում անվտանգության երաշխիք չի ունենա»: Եւ կոչ է արել Ադրբեջանի նախագահ Ալիևին` կրկնել այն, ինչ ինքն է հայտարարում Հայաստանում. «Արցախի հարցի լուծումը պետք է ընդունելի լինի Հայաստանի, Արցախի ու Ադրբեջանի ժողովուրդների համար»։
Նրան հարց են տվել, թե ինչու է Արցախում հայտարարել, որ «Արցախը Հայաստան է», նա պատասխանել է. «Ինչո՞ւ ենք մենք նման հայտարարություն անում, որովհետև չենք ուզում վախկոտի տպավորություն թողնել։ Ոչ ոք չի կարող մեզ հետ խոսել ուժի դիրքերից։ Մեր առաջարկը խաղաղությունն է։ Մենք որևէ մեկին չենք սպառնում մեր տարածաշրջանում։ Եվ մենք կարող ենք պատրաստել Հայաստանի, Արցախի, Ադրբեջանի ժողովուրդներին այդ խաղաղությանը։ Մենք մեր խաղաղության առաջարկն ենք անում Ադրբեջանին, և ես անձամբ պատրաստ եմ երկխոսություն սկսել ոչ միայն Ադրբեջանի ղեկավարության, այլև Ադրբեջանի բնակիչների հետ, որովհետև կարծում եմ՝ մենք քննարկելու շատ բան ունենք»։
