«Փաստ» օրաթերթը գրում է.

bfm.ru-ն «Արդյո՞ք Ռուսաստանը կհամաձայնի Հռոմի ստատուտի պայմանները շրջանցելու Հայաստանի առաջարկին» վերնագրով հոդվածում գրում է, որ վերջերս Հայաստանը հայտարարել է, որ, հակառակ Հռոմի ստատուտի պահանջներին, Հայաստանը Ռուսաստանին առաջարկել է առանձին համաձայնագիր կնքել բարձրաստիճան պաշտոնյաների անվտանգության երաշխիքների վերաբերյալ։ Հիշեցնենք, որ Երևանը վավերացրել է Հռոմի ստատուտը հոկտեմբերի սկզբին՝ Լեռնային Ղարաբաղի հակամարտության հետընթացի և ՀԱՊԿ-ի վերաբերյալ Նիկոլ Փաշինյանի քննադատության ֆոնին։ Կրեմլը միանշանակ է արձագանքել դրան և վավերացումն անվանել է ոչ ճիշտ: Այդ լրացուցիչ համաձայնագրի առաջարկի մասին կարծիք է հայտնել քաղաքագետ, Երևանի Կովկասի ինստիտուտի տնօրեն Ալեքսանդր Իսկանդարյանը. «Դա նույն բազմաուղղվածությունն է, որն իրականում պաշտոնապես Հայաստանի արտաքին քաղաքականությունն է։

Այո, Հայաստանը փորձում է լավ հարաբերություններ պահպանել բոլոր այն երկրների հետ, որոնց հետ դա հնարավոր է, և չի նույնացնում ռուսամետն ու հակաարևմտյանը, կամ հակառուսականն ու արևմտամետը, այսինքն՝ սա այդ դեպքը չէ։ Նման առաջարկ Հայաստանի կողմից արվել է դեռևս Հռոմի ստատուտի վավերացումից առաջ, այստեղ նորություն չկա։ Հայաստանի միանալը Հռոմի ստատուտին ոչ մի կապ չունի Ռուսաստանի կամ նրա հետ հարաբերությունների հետ։ Ինձ համար դժվար է ասել, թե Մոսկվան ինչպես կարձագանքի դրան, դա նաև կախված է նրանից, թե Կրեմլը ինչպես կվերաբերվի նման ձևաչափին»: Հիշեցնենք, որ պաշտոնական մակարդակով Երևանը հայտարարել է, որ Հռոմի ստատուտի վավերացումը թույլ կտա «պատասխանատվության ենթարկել Ադրբեջանին՝ Լեռնային Ղարաբաղում ռազմական հանցագործությունների համար»: Ըստ քաղաքագետ, Ռազմավարական մշակույթի հիմնադրամի փորձագետ Անդրեյ Արեշևի, Ռուսաստանը, փաստացի, անմիջապես է տվել իր պատասխանը այդ առաջարկին, և Մոսկվան միանշանակ չի համաձայնի, նման կերպ փոխզիջում չի լինի. «Իմ կարծիքով, դա ուղղակի փորձ էր վատ խաղի պայմաններում լավ ական դնելու։

Երևանի քաղաքականությունը դժվար է բազմավեկտոր անվանել, իմ կարծիքով, ընդհակառակը, այն շատ կոնկրետ ուղղություն ունի։ Իսկ միջպետական համաձայնագիր կնքելու տարօրինակ առաջարկը, որը ինչ-որ կերպ թույլ կտա Հայաստանին հրաժարվել ՄՔԴ-ով պարտավորություններից Ռուսաստանի մասով, մեղմ ասած, ծիծաղելի է, թեկուզ միայն այն պատճառով, որ այդ պարտավորությունները գերակա են ցանկացած այլ փաստաթղթի նկատմամբ, ներառյալ միջպետական բնույթի: Բացի դա, ինչպես հայտարարվել է, այդ թվում՝ Մոսկվայից, փաստաթղթի ոչ մի տեքստ երբևէ չի ներկայացվել, իսկ համապատասխան առաջարկը եղել է բառացիորեն Հռոմի կանոնադրությունը վավերացնելուց մի քանի օր առաջ, և, հետևաբար, դա ակնհայտ անլուրջ է եղել»:
