Համայնքների խոշորացումը մտնում է նոր փուլ. գյուղապետերին զրկում են գահից

Սյունիքի մարզի Տաթեւ, Տավուշի մարզի Դիլիջան եւ Լոռու մարզի Թումանյան համայնքներում համայնքներում վաղաժամկետ կդադարեցվեն համայնքների ղեկավարների լիազորությունները եւ կնշանակվեն նոր ընտրություններ, այդ թվում՝ ավագանու անդամների:
Հարցն այսօր կքննարկվի կառավարության նիստում: Համայնքների գործող ղեկավարների լիազորությունները վաղաժամկետ դադարեցվելու եւ նոր ընտրություններ նշանակվելու հարցը պայմանավորված է համայնքների խոշորացման ծրագրով: 2015 թվականի մայիսի 17-ին թվով 20 համայնքներում անցկացվեցին տեղական հանրաքվեներ՝ Դիլիջանի, Տաթեւի եւ Թումանյանի հարակից գյուղերը դրանց միացնելու հարցում բնակչության կարծիքն իմանալու նպատակով: Որոշ համայնքներ այդպես էլ «այո» չասացին՝ չկարողանալով համակերպվել այն մտքի հետ, որ կորցնելու են տեղական անկախությունը: Բայց կառավարությունը բազմիցս հայտարարել էր՝ այս հանրաքվեն խորհրդատվական նշանակություն ունի եւ, անկախ արդյունքներից, կա խոշորացումը կազմակերպելու քաղաքական որոշում: Եվ հիմա կարծես թե խոշորացման գործընթացը մտել է նոր փուլ: Սյունիքի մարզի Շինուհայր, Տաթև, Հալիձոր, Հարժիս, Սվարանց, Խոտ, Տանձատափ, Քաշունի գյուղերը միանում են եւ վերակազմակերպվում որպես Տաթեւ համայնք, Հաղարծին, Թեղուտ, Գոշ, Աղավնավանք, Խաչարձան, Հովք գյուղերը միանում են Դիլիջանին, Մարց, Քարինջ, Լորուտ, Շամուտ, Աթան, Ահնիձոր համայնքները՝ Թումանյանին:
«Տեղական ինքնակառավարման մասին» ՀՀ օրենքի 84-րդ հոդվածի 14-րդ մասի համաձայն՝ վերոնշյալ օրենքն ուժի մեջ մտնելուց հետո՝ 40-օրյա ժամկետի վերջին կիրակի օրը, նոր ձեւավորված համայնքներում համայնքի ղեկավարի եւ ավագանու անդամների ընտրությունները նշանակվում են կառավարության որոշմամբ: «Վարչատարածքային բաժանման մասին» օրենքում փոփոխություններ եւ լրացումներ կատարելու մասին» ՀՀ օրենքն ուժի մեջ է մտել այս տարվա հունվարի 9-ին, ինչը նշանակում է, որ նոր ձեւավորված համայնքներում համայնքի ղեկավարի եւ ավագանու անդամների ընտրությունները պետք է նշանակվեն 2016 թվականի փետրվարի 14-ին:
Այսպիսով, 17 գյուղապետ կորցնում է իր լիազորությունը, ավելի շուտ, լիազորությունները փոխանցվում են մեկ ուրիշին, իսկ իրենք ժամկետից շուտ դառնում են գործազուրկ: Գործազուրկ են դառնալու նաեւ գյուղապետարանների տասնյակ կամ միգուցե հարյուրավոր աշխատակիցներ: Ինչպես հայտնի է, ձուլված համայնքների աշխատակազմերը ցրվելու են եւ 10-15 հոգանոց աշխատախմբին փոխարինելու է 1-2 անձ, որոնք լինելու են արդեն խոշորացված համայնքի ղեկավարի ներկայացուցիչը փոքր համայնքում:
Հիշեցնենք, որ Դիլիջանը, Տաթեւն ու Թումանյանը հարակից գյուղերի հետ վերաձեւակերպելու ծրագիրն ընդամենը պիլոտային է եւ խոշորացումը միայն այս համայնքներով չի սահմանափակվելու:
