ՌԴ-ի վարկի հիմնական նպատակներից է ՀՀ ԶՈՒ մարտունակության ամրապնդումը

Ռուսաստանից 200 միլիոն դոլարի չափով պետական արտահանման վարկ ստանալու մասին համաձայնագրի հիմնական նպատակներից է տարածաշրջանում ուժերի հավասարակշռության ապահովումը, խաղաղության ռեսուրսների ավելացումը, ինչպես նաև ՀՀ ԶՈՒ մարտունակության ամրապնդումը գերժամանակակից զինտեխնիկայի ներգրավման միջոցով: Ազգային ժողովում ՀՀ կառավարության և Ռուսաստանի Դաշնության կառավարության միջև 2015 թվականի հունիսի 26-ին Երևանում ստորագրված «ՀՀ կառավարությանը պետական արտահանման վարկ տրամադրելու մասին» համաձայնագրի քննարկման ժամանակ նման կարծիք հայտնեց ՀՀ ԱԺ արտաքին հարաբերությունների մշտական հանձնաժողովի նախագահ Արտակ Զաքարյանը: «Ինչպես գիտեք, Հայաստանի Հանրապետության պաշտպանական քաղաքականությունը բխում է ազգային անվտանգության ռազմավարությունից, ռազմական դոկտրինից, Հայաստանի Հանրապետության Սահմանադրությունից, միջազգային պայմանագրերից և պաշտպանական ոլորտին վերաբերող օրենսդրությունից: Այն իրականացվում է բազմաշերտ պաշտպանական համագործակցությամբ՝ ներառելով Ռուսաստանի հետ պայմանագրային , ռազմավարական բնույթի հարաբերությունները, անդամակցությունը ՀԱՊԿ-ին, ԵԱՀԿ-ին, Հայաստան-ՆԱՏՕ և Հայաստան-ԵՄ գործընկերությունը, ինչպես նաև սպառազինությունների վերահսկման միջազգային գործունեությունը»,- Արմենպրեսի հաղորդմամբ՝ նշեց Զաքարյանը:
Պատգամավորի խոսքով՝ ՀՀ պաշտպանական քաղաքականության նպատակներն են տարածաշրջանում անվտանգության երաշխիքների ձևավորումը, խաղաղության և կայունության հաստատումը, ԼՂ հակամարտության խաղաղ կարգավորման համար անհրաժեշտ քաղաքական և ռազմական նախապայմանների ստեղծումը՝ ներառյալ հրադադարի ռեժիմի պահպանումը, ինչպես նաև միջազգային խաղաղության և կայունության գործողություններին մասնակցելու ՀՀ միջազգային պարտավորությունների կատարման ապահովումը: «Հայաստանի պաշտպանական քաղաքականությունը, ելնելով տարածաշրջանային բարդ խնդիրներից, կար ծում եմ, կշարունակի կրել պաշտպանական բնույթ և զինված ուժերը կդիտարկի որպես Հարավային Կովկասում կայունության, խաղաղության և հավասարակշռության պահպանման իրական երաշխիք»,- ասաց Զաքարյանը:
Նա ընդգծեց, որ Հայաստանը պետք է շարունակի բարելավել իր զինված ուժերի մարտունակությունը՝ ներգրավելով արդիական ռազմական տեխնիկա, սահմանելով մարտական և բարոյական բարձր չափանիշներ: «Այս ամենն ապահովելու համար մեր երկրի պաշտպանական քաղաքականությունը պետք է հիմնվի քաղաքական, տնտեսական և ռազմական ներուժի կենտրոնացված և նպատակային կառավարմանը, շարունակելով զինված ուժերի հետագա բարեփոխումները, նախանշելով հետագա անելիքները»,- ընդգծեց Արտակ Զաքարյանը:
Եզրափակելով ելույթը՝ Զաքարյանն ընդգծեց, որ քննարկվող համաձայնագիրը հայ-ռուսական ռազմատեխնիկական համագործակցության վերաբերյալ համաձայնագրի տրամաբանական շարունակությունն է:
