ԵԽ Կոնգրեսը հռչակագիր է ընդունել Ղարաբաղում և հարակից քաղաքներում ու շրջաններում հումանիտար իրավիճակի վերաբերյալ
POLITICS2023 թվականի հոկտեմբերի 26-ին Ստրասբուրգում իր 45-րդ նստաշրջանի ընթացքում Կոնգրեսը քննարկում է անցկացրել 100,000-ից ավելի ղարաբաղցի հայերի հարևան Հայաստան փախուստից հետո ստեղծված հումանիտար իրավիճակի վերաբերյալ:
Բերնդ Վյորինգերի (Գերմանիա, ԵԺԿ/ԵԽԿ) կողմից ներկայացված և ընդունված հռչակագրում Կոնգրեսը խստորեն դատապարտել է 2023 թվականի սեպտեմբերի 19-20-ը Ղարաբաղում Ադրբեջանի կողմից իրականացված ռազմական գործողությունը և տարածաշրջանի նախորդ տասնամսյա շրջափակումը, որը հանգեցրել է մարդասիրական ծանր իրավիճակի.
Ճանաչելով Ադրբեջանի տարածքային ամբողջականությունը՝ Կոնգրեսը ափսոսանք է հայտնել իրավիճակի հումանիտար լուրջ հետևանքների համար և կոչ արել Ադրբեջանին զերծ մնալ ցանկացած գործողությունից, որը կարող է հանգեցնել դրա հետագա վատթարացմանը և ազատ արձակել Ղարաբաղի բոլոր ձերբակալված ներկայացուցիչներին, այդ թվում՝ տեղական մակարդակով։
Կոնգրեսն իր համերաշխությունն է հայտնել ղարաբաղցի հայերին հյուրընկալող Հայաստանի տեղական իշխանություններին, ողջունել է Հայաստանի կառավարության կողմից արդեն իսկ տրամադրված աջակցությունը տեղական համայնքներին և հաստատել է իր պատրաստակամությունն աջակցելու Հայաստանի ազգային և տեղական իշխանություններին, այդ թվում՝ տեղում համագործակցության միջոցով, իրավիճակի հետևանքները։
Նշելով Ադրբեջանի իշխանությունների խոստումները, որ կապահովվեն հայ բնակիչների իրավունքները և ազատությունները, և նրանց վերաինտեգրման հայտարարված ծրագրերը, Կոնգրեսը վերահաստատել է Ադրբեջանի պատասխանատվությունը՝ երաշխավորելու տարածաշրջանում մնացած ղարաբաղցի հայերի անվտանգությունը և ապահովելու նրանց իրավունքների պաշտպանությունը, ներառյալ Տեղական ինքնակառավարման եվրոպական խարտիայի համաձայն տեղական ինքնակառավարման ինստիտուտներ ստեղծելու և ցանկացողների անվտանգ վերադարձը տարածաշրջան թույլ տալու իրավունքը։
Կոնգրեսը նաև կոչ է արել Ադրբեջանին ապահովել հումանիտար օգնության անարգել մատակարարումը տարածաշրջանում մնացածներին, այդ թվում՝ Լաչինի միջանցքի ամբողջական վերաբացման միջոցով, և որոշել է հատուկ ուշադրություն դարձնել ռազմական գործողության հետևանքով տեղահանվածների վիճակին և նրանց իրավունքների հարգմանը:
