Կապույտ անձնագրերը Ղարաբաղի մեր հայրենակիցներին տրվել են որպես ճամփորդական փաստաթղթեր, բայց դրանք քաղաքացիությունը հավաստող փաստաթղթեր չեն և սա արձանագրվել է նաև եվրոպական դատարանների վճիռներում:
Այս մասին այսօր կառավարության նիստից հետո լրագրողների հետ զրույցում նշեց ՆԳ փոխնախարար Արփինե Սարգսյանը:
«Ղարաբաղի մեր հայրենակիցները պետք է ստանան ՀՀ քաղաքացիություն, որովհետև օրենսդրական պահանջներն այդպիսին են, և դրանից հետո անխոչընդոտ կարող են դիմել պարեկային ծառայությունում աշխատելու համար։ Կապույտ անձնագրերը, թե՛ տարբեր միջազգային հարթակներում, թե՛ ներպետական ընթացակարգերում նշվել է, որ ԼՂ մեր հայրենակիցներին տրամադրվել են որպես ճամփորդական փաստաթղթեր, որպեսզի տարածքից դուրս գալու հետո, խնդիրներ չառաջանան։ Սակայն, ուզում եմ նշել, որ կապույտ անձնագրերը քաղաքացիությունը փաստող փաստաթղթեր չեն»։
Հարցին, թե ինչպե՞ս է լինում, որ ՊՆ-ն աշխատանքի է ընդունում արցախցիներին, իսկ ՆԳՆ-ն՝ ոչ, փոխնախարարը պատասխանեց, որ կոմպետենտ չի պատասխանել ՊՆ-ի անունից.
«Կխնդրեմ դիմել ՊՆ։ Նման հրահանգ, որ ՆԳՆ-ում չպետք է Արցախից եկածներն աշխատեն՝ չկա»։
Մեկնաբանելով լուրերը, ըստ որոնց կառավարության ղեկավարի հստակ հրաման կա ՆԳՆ համակարգում արցախից եկածներին չընդունել աշխատանքի՝ Սարգսյանն ասաց.
«Նման հրահանգ, վստահեցնում եմ, չկա, որովհետև ոստիկանությունում ծառայություն են անցնում այն մարդիկ, որոնք բավարարում են ոստիկանությունում ծառայության օրենսդրական պահանջներին»:
Փոխնախարարը վստահեցրեց, որ արցախցիները կարող են փախստականի կարգավիճակի որոշումն ուժի մեջ մտնելուց հետո դիմել և, ստանալով ՀՀ քաղաքացիություն և աշխատանքի անցնել ՀՀ բոլոր կառույցներում:
