Թեհրան, Մոսկվա. որո՞նք են մեսիջները

Երեկ Թեհրանում տեղի ունեցավ 3+3 ձևաչափով նախարարական հանդիպում, իսկ Փարիզում Հայաստանի ու Ֆրանսիայի ՊՆ նախարարները փաստաթղթեր ստորագրեցին: Մի խոսքով, բոլորս սպասում էինք լուրերի Ֆրանսիայի և Իրանի մայրաքաղաքներից:
3+3 ձևաչափով ԱԳ նախարարների հանդիպումը, մեծ հաշվով, շրջադարձային համարել չենք կարող, որովհետև այդ հանդիպումն, ըստ էության, դարձավ ռեգիոնալ միտումների համագումարը, ազդակն այն բանի, որ առնվազն Ռուսաստանի, Թուրքիայի և Իրանի միջև գոյություն ունի կոնսենսուս՝ Հարավային Կովկասի խնդիրների, այսպես ասած, տեղայնացման մասին:
Թեհրանում հայ-ադրբեջանական հարաբերություններն առանձին չքննարկվեցին, Միրզոյան- Բայրամով հանդիպում տեղի չունեցավ, բայց այդ թեման օրակարգային էր թե՛ երկկողմ հանդիպումներում, թե՛ բոլոր ելույթներում:
Եթե Հայաստանի և Իրանի ԱԳ նախարարների խոսքում անդրադարձն ընդհանուր էր, ապա Ադրբեջանի ԱԳ նախարարը դարձյալ խոսեց, այսպես ասած, Զանգեզուրի միջանցքի մասին:
Թուրքիայի արտաքին գերատեսչության ղեկավար Հաքան Ֆիդանն ասել է, թե տարածաշրջանային կայունության ուղին անցնում է Ադրբեջանի և Հայաստանի միջև ստորագրվելիք համապարփակ խաղաղության համաձայնագրով։ Սրանից, իհարկե, կարող ենք եզրակացնել, որ նաև հայ-թուրքական հարաբերությունների կարգավորումն է փոխկապակցվում հայ-ադրբեջանական հարաբերությունների հետ:
Ռուսաստանի ԱԳ նախարարը հասկացրել է, որ Երևանն ու Բաքուն չեն կարող խաղաղության հասնել առանց Մոսկվայի գործուն մասնակցության: «Գործընկերները դա հասկանում են, մենք չենք փորձում դա մեծ խնդիր դարձնել, թող նրանք բախտը փորձեն նաև Բրյուսելում, եթե նման ցանկություն ունեն, բայց մենք միշտ պատրաստ ենք օգնել իրականում՝ գործնականում սկսել սահմանազատումը», - վստահեցրել է Սերգեյ Լավրովը:
Այսպիսով՝ 3+3-ն, ըստ ամենայնի դառնալու է ռեգիոնալ խնդիրների լուծման ամենագործունակ հարթակը: Եթե, օրինակ, Ադրբեջանը որոշի չմասնակցել Բրյուսելի գագաթաժողովին կամ դրա ընթացքում որևէ փաստաթուղթ չստորագրի, անշուշտ՝ կարող է հղում անել այս հարթակին:
Սա ռեալություն է, որի հետ պետք է հաշվի նստի պաշտոնական Երևանը:

Բայց չենք կարող չնկատել, որ այս գործարքն ավելի շատ մեր իշխանության կողմից օգտագործվելու է ներքաղաքական PR-ի համար, քանզի հստակ չէ, թե երբ Հայաստան կհասնեն GM200 ռադիոտեղորոշիչ կայանները ու գործնականում ինչքանով կնպաստեն մեր պաշտպանական կարողությունների մեծացմանը...
