«Փաստ» օրաթերթը գրում է.

Պաշտպանության նախարարությունն առաջարկում է լրացումներ կատարել կառավարության 2023 թ. փետրվարի 9-ի N 162-Ն որոշման մեջ: Սահմանված կարգի 37-րդ կետի համաձայն՝ ատեստավորման արդյունքներով «ենթակա չէ հաշվարկվելու հավելավճար» եզրակացությունը տրվում է այն դեպքում, երբ ֆիզիկական, կրակային և շարային պատրաստության աստիճանների գնահատման արդյունքներով զինծառայողն առնվազն մեկ պատրաստության աստիճանից կամ մասնագիտական գիտելիքների և ծառայողական պարտականությունների իմացության թեստավորումից ստացել է «անբավարար» գնահատական:

Ատեստավորումները ցույց են տվել, որ առկա են մի շարք դեպքեր, երբ զինծառայողն «անբավարար» գնահատական է ստացել համապատասխան գնահատման աստիճաններից միայն մեկից, իսկ գնահատման մյուս աստիճաններից և թեստավորումից ստացել է բարձր գնահատականներ: Ըստ նախարարության, այդ առումով արդարացված կլինի զինծառայողին համապատասխան պատրաստության աստիճանի գնահատումը կամ մասնագիտական գիտելիքների և ծառայողական պարտականությունների իմացության թեստավորումը վերահանձնելու հնարավորության ընձեռումը, որպեսզի միայն մեկ «անբավարար» գնահատականի առկայությունը նրան չզրկի ատեստավորման արդյունքներով ստացած գնահատականներին համապատասխանող չափով հավելավճար ստանալու իրավունքից:

Միաժամանակ Անվտանգության խորհրդի 2023 թ. հոկտեմբերի 4-ի որոշմամբ տրվել է հանձնարարական՝ համապատասխան իրավական ակտում նախաձեռնել փոփոխություններ և նախատեսել այնպիսի մեխանիզմներ, որոնց համաձայն ատեստավորման ընթացքում միայն մեկ անբավարար արդյունք արձանագրած զինծառայողները հնարավորություն կունենան վերահանձնել տվյալ առարկան երեք ամսվա ընթացքում: Այն հաջողությամբ հանձնելու դեպքում զինծառայողը համարվելու է որակավորված: Այսպիսով՝ նախատեսվում է պաշտպանության նախարարության համակարգի մարտական խնդիրների իրականացման, պլանավորման կամ վերահսկման գործառույթներ ունեցող պաշտոններ զբաղեցնող սպայական, ենթասպայական և շարքային կազմերի պայմանագրային զինծառայողների ատեստավորման արդյունքներով միայն մեկ պատրաստության աստիճանից կամ միայն մասնագիտական գիտելիքների և ծառայողական պարտականությունների իմացության թեստավորումից «անբավարար» գնահատական ստացած զինծառայողներին հնարավորություն ընձեռել վերահանձնելու համապատասխան գնահատումը կամ թեստավորումը, հստակեցվում են նաև ընթացակարգը և ժամկետները:
