Ինչո՞ւ իշխանությունները շահագրգռված չեն ունենալ պաշտպանունակության առումով ավելի գրագետ ու պատրաստված հասարակություն․ «Փաստ»

«Փաստ» օրաթերթը գրում է.
Վերջին շրջանում իշխանական ու մերձիշխանական քարոզիչները իրենց տեղեկատվական հարթակներում, այդ թվում՝ Տելեգրամ-ալիքներում, կազմակերպված արշավ են սկսել «Ողջ մնալու արվեստը» կենտրոնի ու նման այլ նախաձեռնությունների դեմ: Ավելին, հենվելով այն գործոնի վրա, որ մեր հանրության մի որոշակի հատվածը հակված է հավատ ընծայել ցանկացած ծայրահեղականացված անհեթեթության, նույնիսկ փորձում են համեմատության եզրեր կառուցել «վագներականության» հետ:
Իրականում կոնկրետ ՈՄԱ-ի ու նման այլ կառույցների նպատակներն ամենևին կապ չունեն ոչ միայն վերը նշված կառույցի հետ, այլ խնդիր են դրել առաջին հերթին ազգաբնակչությանը ինքնապաշտպանության առնվազն տարրական գիտելիքներ և ունակություններ փոխանցելը: Դրա համար այդ կառույցների կողմից պարբերաբար իրականացվում են դասընթացներ, ինչպես նաև մի շարք նախագծեր` ուղղված երկրի պաշտպանունակության ամրապնդմանը:
Զուգահեռ իրականացվում են ծրագրեր, որոնք միտված են, այսպես կոչված, «երկրորդ գիծն» ամրապնդելուն: Օրինակ՝ արդեն բավական հայտնի դարձած «Գմբեթ» ծրագրերը նպատակ ունեն կառուցել նվազագույնը 500 կրակակետ ամենաբարդ և վտանգավոր ուղղություններով, իսկ առավելագույնը՝ մինչև 4700 կրակակետ Հայաստանի ողջ տարածքում, սահմանի ողջ երկայնքով, բնակավայրերի շուրջ, ճանապարհների հանգուցային կետերում:
Թվում է՝ այս պայմաններում, երբ իրենց գործողությունների պատճառով ծանր հարված է հասցվել բանակին, վտանգված է երկրի անվտանգային ողջ համակարգը, իշխանությունները պետք է նույնիսկ շնորհակալ լինեին այսպիսի նախաձեռնությունների հեղինակներից: Այնինչ, նրանք հակառակն են անում: Եվ նման նախաձեռնությունների դեմ իշխանական այսպիսի կազմակերպված արշավն, ըստ էության, ցույց է տալիս, որ այս իշխանությունները շահագրգռված չեն ունենալ պաշտպանունակության առումով ավելի գրագետ ու պատրաստված հասարակություն, ինչպես նաև առավել ապահով սահմաններ:
