Արցախի նախկին պետնախարար Արտակ Բեգլարյանն անդրադարձել է Եվրոպական խորհրդարանում Նիկոլ Փաշինյանի երեկվա ելույթը և սեպտեմբերի 19-ից ի վեր նրա մի շարք հայտարարություններին:

Նա Facebook-ի իր էջում, մասնավորապես, գրել է. «Հաշվի առնելով Եվրոպական խորհրդարանում Նիկոլ Փաշինյանի երեկվա ելույթը և սեպտեմբերի 19-ից ի վեր նրա մի շարք հայտարարություններ՝

  1. Տպավորություն է ստեղծվում, որ ՀՀ իշխանությունները հրաժարվել են Հայաստան-Ադրբեջան հարաբերությունների կարգավորման գործընթացում Արցախին առնչվող նույնիսկ ընդհանրական նախապայման-սկզբունքից, այն է՝ Լեռնային Ղարաբաղի հայերի իրավունքների ու անվտանգության երաշխավորում միջազգային մեխանիզմի շրջանակներում:
  2. Արցախի ժողովրդի ցեղասպանությունից ու հայրենազրկումից հետո նշաձողի ոչ թե հերթական իջեցումը, այլ՝ վերացումը խիստ անընդունելի ու անթույլատրելի է, քանի որ Արցախի ժողովրդի բռնի տեղահանումը ոչ թե վերացրել է խնդիրը, այլ՝ ավելի ցցուն է դարձրել այն:
  3. Այս իրավիճակը ՀՀ իշխանություններին և միջազգային դերակատարներին պարզապես պարտավորեցնում է վերանայել իրենց ձախողված մոտեցումները և բարձրացնել Արցախի ժողովրդի իրավունքների ու անվտանգության երաշխավորման նշաձողը, որտեղ գլխավոր նպատակները պետք է լինեն Արցախի ժողովրդի վերադարձը հայրենիք, այնտեղ անվտանգ կերպով ապրելու միջազգային բարձր երաշխիքներ և արժանապատիվ կերպով ապրելու համար անհրաժեշտ ինքնակառավարման բարձր մակարդակ: Այս հայեցակարգային մոտեցմանը կանդրադառնամ առանձին հրապարակումով:
  4. Տպավորություն ունեմ, որ Հայաստան-Ադրբեջան հարաբերությունների կարգավորմամբ հետաքրքրված բոլոր ուժերն ուրախացել են Արցախի ժողովրդի ցեղասպանության փաստով՝ միամտաբար կարծելով, թե այդ հակամարտային հանգույցը հաղթահարված է և հնարավորության պատուհան է բացվել «խաղաղության համաձայնագրի» համար: Այնինչ իրականությունն այն է, որ Արցախի ժողովրդի արյան ու ողբերգությունների հաշվին խաղաղություն չի կարող լինել տարածաշրջանում, իսկ ցեղասպան ու բռնապետ Ալիևն էլ դրանով չի բավարարվելու: Ուստի, Արցախի ժողովրդի իրավունքների ու անվտանգության հարցերը պետք է լրջորեն ու վերջնականորեն հասցեագրվեն Հայաստան-Ադրբեջան հարաբերությունների կարգավորման փաթեթով, այլապես դա էլ է ձախողվելու:
  5. Թող որևէ մեկը չկարծի, թե Արցախի ժողովրդի կարիքները զուտ հումանիտար բնույթի են և դրանք լուծելով կարող են համարել էջը փակված: Ո՛չ, Արցախի ժողովրդի գլխավոր կարիքն ու նպատակն իր հայրենիքում անվտանգ ու արժանապատիվ կերպով ապրելն է, իսկ հումանիտար կարիքները առաջացել են այդ հիմնական կարիքի բավարարման հարցում ամբողջական ձախողման հետևանքով:
