«Փաստ» օրաթերթը գրում է.

Կրթության, գիտության, մշակույթի և սպորտի նախարարությունն առաջարկում է փոփոխություն և լրացում կատարել կառավարության 2023 թ. մարտի 23-ի N 383-ն որոշման մեջ: Դրանով կարգավորվում են բնագիտական, տեխնոլոգիական, ճարտարագիտական և մաթեմատիկական ուղղություններով (ԲՏՃՄ) պետության համար առաջնահերթ և կարևորություն ներկայացնող մասնագիտություններով՝ համապատասխան բուհերում պետության կողմից ուսման վարձի լրիվ փոխհատուցմամբ (անվճար) ընդունված քաղաքացիներին պարտադիր զինվորական ծառայության զորակոչից տարկետում տրամադրելու հետ կապված հարաբերությունները: Նշված կարգով 2023 թ. ամառային զորակոչից մի շարք քաղաքացիների տրամադրվել է տարկետում: Սակայն կարգի կիրարկման ընթացքում ակնհայտ է դարձել, որ կան իրավիճակներ, որոնց մասով կարգավորումներ նախատեսված չեն:

Օրինակ՝ կարգի 8-րդ կետով կառավարության որոշման համար սահմանված են քաղաքացիների տվյալների փոխանցման ժամկետներ, որոնք սակայն չեն համապատասխանում կառավարության մեկ այլ՝ 2012 թ. ապրիլի 26 N 597-Ն որոշմամբ սահմանված ժամկետներին: Այս նախագծով համապատասխանեցվում են N 383-ն որոշման կարգով և ՀՀ պետական ու ոչ պետական բուհեր ընդունելության կարգով սահմանված ժամկետները: Կարգի կիրարկման ընթացքում մի շարք քաղաքացիների տվյալները, որոնք ընդունվել են բուհերի համապատասխան մասնագիտություններով և կարող են ստանալ տարկետում, հայտարարված զորակոչի ընթացքում կառավարության որոշման մեջ չեն ներառվում տարածքային զինկոմիսարիատում հաշվառված չլինելու կամ ընդունելության արդյունքների ավելի ուշ ժամկետում հայտնի լինելու պատճառով:

Կառավարության 2012 թ. ապրիլի 26 N 597-Ն որոշմամբ սահմանված է, որ Հանրապետական ընդունող հանձնաժողովը բուհերում լրացուցիչ՝ թափուր տեղերի մրցույթի արդյունքները հաստատում է հուլիսի 30-ին: Այսպիսով՝ նախագծի ընդունմամբ հնարավորություն է ընձեռնվում կարգով սահմանված հիմքով տարկետման իրավունք ձեռք բերած, սակայն ամառային զորակոչից տարկետում չստացած քաղաքացիներին կառավարության առանձին որոշմամբ տրամադրել տարկետում:
