«Փաստ» օրաթերթը գրում է.
Պարբերաբար հաղորդվում է, որ աշխարհի տարբեր երկրներ, տարբեր միջազգային կառույցներ որոշակի գումարներ են հատկացրել ու հատկացնում՝ բռնի տեղահանված արցախցիներին օգնելու նպատակով: Որքա՞ն է հատկացվել արդեն ընդհանուր առմամբ, և ովքե՞ր, ի՞նչ պետական կառույցներ են տնօրինում այդ գումարները, ինչպե՞ս: Առհասարակ, ո՞ր պետական մարմինն է կենտրոնացված զբաղվում Արցախի մեր բռնագաղթած հայրենակիցների բնակարանային, կենցաղային, սոցիալական, աշխատանքային, առողջապահական, կրթական խնդիրների կարգավորմամբ: Կա՞ նման մարմին: Միայն թե չասեք՝ կառավարությունը: Այսինքն՝ ընդհանուր առմա՞մբ: Պարզ է, չէ՞, որ նման համընդգրկուն աղետը գոնե ինչ-որ չափով մեղմելու նպատակով պետք է առանձնացվի (արդեն պիտի առանձնացված լիներ) պետական կոնկրետ գերատեսչություն:
Օրինակ՝ Միգրացիայի և քաղաքացիության ծառայությունը, որի կայքում, ի դեպ, վերջին «նորությունը» հրապարակվել է օգոստոսի 31-ին: Կարող եք ասել, որ դրանով զբաղվում են տարբեր նախարարություններ, մարզպետարանները, համայնքապետարանները: Սակայն ցրված պատասխանատվությունը բերում է անպատասխանատվության, ինչի արդյունքներն արդեն տեսնում ենք: Կոնկրետ պատասխանատու մարմին է պետք, որ համակարգի այդ ամբողջ աշխատանքները: Բացի օտար երկրներից ու միջազգային կառույցներից, կան բազմաթիվ անհատներ, որոնք, ըստ իրենց կարողության, ձգտում են օգտակար լինել: Պե՞տք է համակարգել Արցախից բռնագաղթածներին ցուցաբերվող օգնությունը: Իհարկե պետք է: Կամ՝ ինչպե՞ս է լինում, որ Արցախից բռնագաղթած ընտանիքները բախվում են երեխաներին մանկապարտեզներում տեղավորելու խնդիր հետ:
Լավ, այդքան դժվա՞ր էր ձևավորել մի կոնկրետ կառույց, ասենք՝ բռնագաղթածների աջակցության և օգնության համակարգման ժամանակավոր կենտրոն կամ նման մի բան, որը թույլ կտար ամբողջ տեղեկատվությունը կենտրոնացնել մեկ տեղում, արագ գնահատել մարդկանց սոցիալական, կրթական, առողջապահական կարիքները: Ի դեպ, մանկապարտեզների մասին. Մեծ հաշվով, մարդիկ, մահվան և կոտորածի սպառնալիքի տակ, ամբողջ քաղաքով, գյուղով, շենով, թողել են ամեն ինչ և եկել: Բայց դաստիարակները, երեխաները կան: Խնդիրը շենքային պայմաններն են: Էհ, աշխարհում ամենակատաղի շինարարության երկրում՝ Հայաստանում այդքան բա՞րդ բան էր տարածքներով (ժամանակավոր) ապահովելը: Առհասարակ, որևէ մեկը դրա մասին մտածե՞լ է: Չէ, լուրջ, ո՞ւր է պետությունը: Թե՞ միանգամյա դրամական օգնությունները տվեցին ու՝ վե՞րջ, համարեցին իրենց գործն ավարտա՞ծ:
