«Հռոմի ստատուտի» վավերացումից ժամեր անց Նիկոլ Փաշինյանը Արտաքին հետախուզության ծառայության պետ նշանակեց նախկին ՄԻՊ Քրիստինե Գրիգորյանին։ Մի բան, որ նախատեսվում էր անել կես տարի առաջ եւ որն անհասկանալի պատճառներով ձգձգվում էր։ Մեր աղբյուրները հաղորդում են, որ այս նշանակմանը դեմ է եղել պաշտոնական Մոսկվան եւ դա պայմանավորված է եղել այն հանգամանքով, որ ուժային որեւէ կառույցում չաշխատած Գրիգորյանի նշանակումը նրանց մոտ կասկածներ է հարւցել։ Մոսկվայում կարծել են, որ այս կառույցի ստեղծումն ուղիղ կապ ունի Մեծ Բրիտանիայի գաղտնի հետախուզության ղեկավար, հակառուսական քաղաքականության առաջամարտիկ հայտնի Ռիչարդ Մուրի հետ։ Վերջինս, պաշտոնը ստանձնելուց մեկ տարի անց, ժամանեց Հայաստան։

Մեծ Բրիտանիայի գաղտնի հետախուզական ծառայության ղեկավարին կառավարությունում ընդունեց Նիկոլ Փաշինյանը եւ Ազգային անվտանգության ծառայության տնօրեն Արմեն Աբազյանը։ Այդ հանդիպումից օրեր անց Ազգային ժողով մտավ Արտաքին հետախուզական ծառայություն ստեղծելու մասին նախագիծը, իսկ հունվարին Քրիստինե Գրիգորյանն անսպասելիորեն հայտարարեց, որ հրաժարական է տալիս ՄԻՊ պաշտոնից՝ այլ աշխատանքի անցնելու համար։ Բայց նրա նշանակումը ուշանում էր եւ Քրիստինե Գրիգորյանը շուրջ մեկ տարի ուղղակի անհետացել էր՝ որեւէ տեղ չէր երեւում։ Մեր աղբյուրի փոխանցմամբ՝ նա վերապատրաստման էր մեկնել արեւմտյան հետախուզական ծառայություններ, գուցե Մեծ Բրիտանիա, իսկ ըստ որոշ աղբյուրների՝ ԱՄՆ։

ԱԽ քարտուղար Արմեն Գրիգորյանի խոսքով՝ Արտաքին հետախուզական ծառայության ստեղծման հիմնական նպատակներից մեկն այն է, որ այն Հայաստանի շուրջ ստեղծված անվտանգության վերաբերյալ ինֆորմացիա հայթայթի եւ դրանց հիման վրա վերլուծություն կատարի՝ անվտանգության միջավայրի վերաբերյալ և տեղեկատվություն տրամադրի վարչապետին, որի հիման վրա էլ պետք է որոշումներ կայացվեն: «Այդ ինֆորմացիան վերաբերելու է նաև Հայաստանի անվտանգության միջավայրին, որտեղ Արցախը ևս կարևոր դերակատարություն ունի»,- ասել էր Արմեն Գրիգորյանը:

Ազգային ժողովի ՔՊ-ական պատգամավոր Գագիկ Մելքոնյանը «Հրապարակ»-ի հետ  զրույցում հաստատեց տեղեկությունը, որ Գրիգորյանն այս ընթացքում վերապատրաստման է եղել։ «Վերապատրաստման է եղել, բայց չգիտեմ, թե որտեղ, վերադարձել է ու նշանակվել»,-ասաց նա։

Մելքոնյանը նշեց, որ Արտաքին հետախուզության ծառայության կառուցվածքն արդեն պատրաստ է, վերցրել են տարբեր երկրների փորձը։ Իսկ թե ինչու ընտրվեց հենց Քրիստինե Գրիգորյանը, որի թեկնածությունը ոմանք անհամատեղելի են համարում այս պաշտոնի հետ, Մելքոնյանն ասաց․ «Կան բաներ, որ նա համապատասխանում է»։ Դիտարկմանը, որ Ռուսաստանը դեմ է եղել նրա նշանակմանը, Մելքոնյանն արձագանքեց․ «Ռուսաստանը դեմ է նաեւ մեր իշխանությանը, մեր վարչապետին, որ ընտրվել ա ժողովրդի կողմից»։
