ԱՄՆ-ի, ԵՄ-ի և Ռուսաստանի բարձրաստիճան պաշտոնյաները Արցախի դեմ Ադրբեջանի ագրեսիայից մի քանի օր առաջ գաղտնի բանակցություններ են վարել Թուրքիայում՝ կապված Լեռնային Ղարաբաղում տիրող իրավիճակի հետ, գրում է POLITICO-ն։
Հանդիպումը նշանավորում է ուկրաինական պատերազմի բռնկման պահից ի վեր Մոսկվայի և Արևմուտքի միջև հազվագյուտ, թեեւ վերջնարդյունքում անարդյունք շփումը անվտանգության հիմնական խնդրի շուրջ:
Քննարկումներին ծանոթ բարձրաստիճան դիվանագետը POLITICO-ին ասել է, որ հանդիպումը տեղի է ունեցել սեպտեմբերի 17-ին Ստամբուլում՝ Ադրբեջանի վրա ճնշում գործադրելու ջանքերի շրջանակում, որպեսզի վերջ տա անկլավի իննամսյա շրջափակմանը և թույլ տա Հայաստանից մարդասիրական օգնության շարասյուներին անցնել: Նա ասել է, որ հանդիպման ժամանակ հիմնական ուշադրությունը սեւեռվել այն բանի վրա, թե «ինչպես տեղից շարժել այդ անիծյալ բեռնատարները» և ապահովել, որ սննդի և վառելիքի մատակարարումները հասնեն 100,000 բնակիչներին:
ԱՄՆ-ն ներկայացրել է Կովկասում բանակցությունների գծով Վաշինգտոնի ավագ խորհրդական Լուի Բոնոն, ԵՄ-ն ուղարկել է իր հատուկ բանագնաց Տոյվո Կլաարին, իսկ Ռուսաստանը գործուղել է Իգոր Խովաևին, ով Ռուսաստանի Դաշնության հատուկ բանագնացն է Հայաստանի և Ադրբեջանի հարաբերությունների գծով։
POLITICO-ին տրամադրված հայտարարության մեջ ԵՄ պաշտոնյան ասել է՝ «մենք կարծում ենք, որ կարևոր է պահպանել շփման ուղիները համապատասխան զրուցակիցների հետ՝ թյուրիմացություններից խուսափելու համար»: Պաշտոնյան նաև նշել է, որ Կլաարը «վերջին տարիներին» ձգտել է պահպանել շփման ուղիները բազմաթիվ ճակատներում, այդ թվում՝ Խովաևի և Ռուսաստանի արտաքին գործերի փոխնախարար Միխայիլ Գալուզինի հետ բանակցություններում:
ԱՄՆ Պետդեպարտամենտի խոսնակը հրաժարվել է մեկնաբանել հանդիպումը՝ ասելով միայն, որ «մենք չենք մեկնաբանում մասնավոր դիվանագիտական քննարկումները»։
Այնուամենայնիվ, խնդրին ծանոթ ամերիկացի պաշտոնյան բացատրել է, որ քննարկումները ծագել են այն ըմբռնումից, որ Կրեմլը շարունակում է վերահսկել իրավիճակը տարածաշրջանում։ «Մենք պետք է կարողանանք աշխատել ռուսների հետ այս հարցում, քանի որ նրանք իսկապես ազդեցություն ունեն կողմերի վրա, հատկապես հիմա, երբ մենք վտանգավոր պահին ենք»,- ասել է ամերիկացի պաշտոնյան։
