ԱՄՆ-ն կարևոր է համարում պահպանել Լեռնային Ղարաբաղում հրադադարը, բավարարել մարդասիրական կարիքները և հնարավորինս շուտ ստեղծել անկախ միջազգային առաքելություն, որը Լեռնային Ղարաբաղի բնակիչներին թափանցիկություն և վստահություն ապահովելու համար: Այս մասին ճեպազրույցում հայտարարել է Պետքարտուղարության խոսնակ Մեթյու Միլլերը:
«Դա մեր առաջնահերթությունն է ստեղծված իրավիճակում գործելու համար, և մենք աշխատում ենք տեղից շարժվելու ուղղությամբ: Այսպիսով, մենք բավականին լուրջ ենք վերաբերվում միջազգային առաքելությանը։ Մենք կարծում ենք, որ միջազգային առաքելությունը կարևոր է, քանի որ այն առնչվում է մարդասիրական օգնության, տարածաշրջանում մարդասիրական կարիքների վերաբերյալ մնացած բոլոր հարցերին: Մենք այնքան լուրջ ենք վերաբերվում միջազգային առաքելությանը, որ պետքարտուղարն այս հարցը բարձրացրել է նախագահ Ալիևին ուղղված իր կոչում, ճնշել է նրան՝ աջակցելու միջազգային առաքելությանը։ Դուք երևի տեսել եք, որ երեկ Ադրբեջանի կառավարությունը հայտարարել է, որ իրենք իսկապես աջակցում են միջազգային առաքելությանը, և իրականում իրենց հայտարարության մեջ ասվում է, որ դրա աջակցության պատճառներից մեկն այն է, որ իրենց դրդել է աջակցել ԱՄՆ-ն: Այսպիսով, մենք բավականին հստակ ենք այս հարցում: Մենք աշխատում ենք մեր դաշնակիցների և գործընկերների հետ՝ դրա իրականացման լավագույն մեխանիզմի շուրջ: Թե ում հովանու ներքո է այդ առաքելությունը մեկնարկելու, ովքե՞ր են դրան մասնակցելու, ինչպիսի՞ն է այն լինելու, այդ բոլոր հարցերը քննարկման փուլում են» , - ասել է Միլլերը:
Մինչդեռ լրագրողի՝ Արցախի Հանրապետության գոյության դադարեցման որոշումը մեկնաբանելու խնդրանից ի պատասխան Միլլերն ասել է, որ որևէ մեկնաբանություն չունի:
Հիշեցնենք, որ սեպտեմբերի 28-ին Արցախի նախագահ Սամվել Շահրամանյանը հրամանագիր է ստորագրել Արցախի Հանրապետության լուծարման մասին: Ըստ հրամանագրի՝ մինչև 2024 թվականի հունվարի 1-ը լուծարվելու են բոլոր պետական հիմնարկները և կազմակերպությունները, Լեռնային Ղարաբաղի Հանրապետությունը (Արցախ) դադարում է գոյություն ունենալ։
Մինչդեռ Արցախի բնակչությունը, ներառյալ հանրապետությունից դուրս գտնվողները, սույն հրամանագրի ուժի մեջ մտնելուց հետո պետք է ծանոթանան Ադրբեջանի կողմից ներկայացված վերաինտեգրման պայմաններին` ապագայում Արցախում մնալու (վերադառնալու) հնարավորության մասին անկախ և անհատական որոշում կայացնելու նպատակով: Սույն հրամանագիրն ուժի մեջ է մտել հրապարակման պահից անմիջապես հետո։
