«Խորապես մտահոգված եմ Արցախում տիրող իրավիճակով, որտեղ, ակնհայտորեն կեղծ նպատակների պատրվակով, այսօր Ադրբեջանը զանգվածային հրետակոծություն է սկսել, հարվածների տակ են հայտնվել խաղաղ բնակչությունը, այդ թվում՝ երեխաները։ Մինչ օրս Արցախում վիրավորվել է ինը երեխա, որոնցից երեքը բեկորային վնասվածքներով գտնվում են վիրահատարաններում: Այս 10 ամիսների ընթացքում Ադրբեջանի իշխանությունների ցեղասպան քաղաքականությունն Արցախի հայ բնակչության համար վերածվել է ուղղակի ֆիզիկական ոչնչացման սպառնալիքի: Այս գործողությունները պետք է համապատասխան գնահատական ​​ստանան համաշխարհային հանրության կողմից և կարող են մեկնաբանվել որպես ոչ այլ ինչ, քան ցեղասպանություն։ Տարածաշրջանում ուժի կիրառումն անընդունելի է, խաղաղ բնակիչների մահն անընդունելի է, իրավիճակի անհապաղ դեէսկալացիայի և հրադադարի համար անհրաժեշտ է գործի դնել բոլոր մեխանիզմները։ Բռնությունն ու ատրճանակի փողը չեն կարող պատրվակ ծառայել տեղի բնակչության բռնի տեղահանման համար։ Հենց ռուսական խաղաղապահ կոնտինգենտն է տարածաշրջանի անվտանգության միակ երաշխավորը, ուստի կողմերին կոչ եմ անում վերադառնալ բանակցային գործընթացին և ռուսական կողմի հետ Արցախի քաղաքացիների անվտանգությունն ապահովելու մեխանիզմներ ստեղծել։

Վստահ եմ, որ Ադրբեջանի հանցավոր քաղաքականությունը ձախողվելու է, իսկ շանտաժի, շրջափակման կամ ֆիզիկական ոչնչացման սպառնալիքի միջոցով չի հաջողվի կոտրել Արցախի ժողովրդին»։
