«Փաստ» օրաթերթը գրում է.

Ֆինանսների նախարարությունն առաջարկում է փոփոխություն և լրացումներ կատարել կառավարության թիվ 1118-Ն որոշման մեջ: Այսպիսով, ընկերության կողմից հարկային կամ մաքսային հարաբերություններում պետության նկատմամբ անբարեխիղճ վերաբերմունք ցույց տալու դեպքերում մաքսատուրքից ազատման արտոնություն չի տրամադրվի, իսկ տրամադրված արտոնությունը կդադարեցվի: Այս որոշմամբ սահմանված է ներդրումային ծրագրերի իրականացման դեպքում սարքավորումների և հումքի ներմուծման համար մաքսատուրքի արտոնություններ տրամադրելու կարգը: Դրանով նախատեսված է, որ արտոնությունների տրամադրման դեպքում ներմուծված ապրանքները պետք է օգտագործվեն նպատակային նշանակությանը համապատասխան, իսկ հումքը չի կարող օտարվել առաջնային ձևով:

ՊԵԿ-ի կատարած ստուգումների արդյունքում պարզվել է, որ կան դեպքեր, երբ կազմակերպություններն իրացրել են ներմուծված հումքը առաջնային ձևով կամ կատարել են քայլեր, որոնց արդյունքում արտոնություններ չունեցող ապրանքները ներկայացվել են որպես արտոնյալ և ներմուծվել են առանց մաքսատուրքերի վճարման: Նախարարությունը նաև կարծում է, որ պետության հետ համագործակցության շրջանակներում կազմակերպությունները արտոնություններ ստանալու դիմաց պետք է ապահովեն մաքսատուրքերի և հարկերի վճարման պատշաճ կարգապահություն, չպետք է կուտակեն պարտավորություններ: Առաջացած խնդիրների լուծման նպատակով առաջարկվում է սահմանել կարգավորումներ, որոնք, անկախ Էկոնոմիկայի նախարարության մոնիթորինգի իրականացումից, երբ մաքսային մարմինների կողմից կբացահայտվեն արտոնություններով ներմուծված ապրանքների ոչ նպատակային նշանակության օգտագործման դեպքեր, այդ մասին կտեղեկացվի Էկոնոմիկայի նախարարությանը, որը կմշակի և Վարչապետի աշխատակազմ կներկայացնի որոշման նախագիծ:

Արտոնության տրամադրման հայտը կմերժվի, եթե հայտը ներկայացնելու պահի դրությամբ անձն ունի ժամկետանց չկատարված հարկային և մաքսային վճարների պարտավորություններ և այն չի վերացրել Էկոնոմիկայի նախարարության կողմից ծանուցվելուց հետո 1 աշխատանքային օրվա ընթացքում: Այսպիսով՝ եթե ներդրումային ծրագրերի շրջանակներում ապրանքների ներմուծման համար մաքսատուրքի արտոնություններ եք ստացել, բայց պետության նկատմամբ անբարեխիղճ վերաբերմունք եք դրսևորել, ապա տրամադրված արտոնությունները կդադարեցվեն:
