Պետք է ապահովվի Լաչինի միջանցքի լիակատար վերագործարկումը․ Արցախի ԱԳՆ-ն՝ բեռների տեղափոխման մասին

2023 թվականի սեպտեմբերի 18-ին Կարմիր խաչի միջազգային կոմիտեի տրանսպորտային միջոցներով Լաչինի միջանցքով և Ակնա (Աղդամ)- Ստեփանակերտ ճանապարհով Արցախ է բերվել շուրջ 28 տոննա հումանիտար բեռ, որը պարունակում է ցորենի ալյուր, բժշկական պարագաներ և հիգիենայի միջոցներ: Այս մասին ասված է Արցածի ԱԳՆ հայտարարության մեջ։
«Այս մարդասիրական առաքելությունը Կարմիր խաչի միջազգային կոմիտեի, Արցախում ՌԴ խաղաղապահ զորակազմի հրամանատարության և միջազգային միջնորդների մասնակցությամբ երկարատև քննարկումների արդյունք է՝ հաշվի առնելով Ադրբեջանի կողմից լիակատար շրջափակման հետևանքով ստեղծված ծայրահեղ ծանր հումանիտար իրավիճակը:
Միևնույն ժամանակ հարկ է ընդգծել, որ Արցախը դեռևս շարունակում է պաշարված մնալ՝ զրկված լինելով Հայաստանից գազի ու էլեկտրաէներգիայի մատակարարումներից և հանրապետության ժողովրդի բնականոն կենսագործունեությունն ապահովելու հնարավորությունից: Անհրաժեշտ է նշել, որ վատթարացող հումանիտար աղետը հնարավոր չէ կանգնեցնել առանց սննդի և առաջին անհրաժեշտության ապրանքների հուսալի և կանոնավոր մատակարարման: Մարդասիրական բեռի այս առաքումը, որը կազմում է մինչև շրջափակումն օրական Արցախ ներմուծվող 400 տոննա ապրանքների 7 տոկոսից պակաս, ո՛չ ծավալով, ո՛չ էլ ներմուծվող ապրանքների տեսականիով չի կարող փոխարինել առևտրային բեռների կանոնավոր ապրանքաշրջանառությունը, որն անհրաժեշտ է Արցախի բնականոն կենսագործունեությունը և բնական զարգացումն ապահովելու համար:
Կրկին ընդգծում ենք, որ ադրբեջանա-ղարաբաղյան հակամարտության կարգավորման գործընթացում ներգրավված միջազգային դերակատարները պետք է ապահովեն Լաչինի միջանցքի լիակատար վերագործարկումը մարդկանց, տրանսպորտային միջոցների ու բեռների երկու ուղղություններով անվտանգ և անարգել տեղաշարժի համար՝ համաձայն 2020 թվականի նոյեմբերի 9-ի Եռակողմ հայտարարության և ՄԱԿ-ի Միջազգային դատարանի որոշումների: Միայն այդ դեպքում հնարավոր կլինի խոսել շրջափակման դադարեցման, ինչպես նաև բնականոն կենսագործունեության և Արցախի ժողովրդի անհատական ու հավաքական իրավունքների, այդ թվում՝ ազատ տեղաշարժի, առողջության, կրթության և զարգացման իրավունքի լիարժեք իրացման համար անհրաժեշտ պայմանների հետագա վերականգնման մասին»,– ասված է հաղորդագրության մեջ:
