Ռուսական կողմը հետևողական քայլեր է ձեռնարկում՝ ուղղված Լեռնային Ղարաբաղում ստեղծված բարդ մարդասիրական իրավիճակի կարգավորմանը։ Այս մասին թելեգրամյան ալիքում հայտնել է ՌԴ ԱԳՆ պաշտոնական ներկայացուցիչ Մարիա Զախարովան՝ մեկնաբանելով արցախահայությանը ռուսական մարդասիրական օգնության տրամադրումը:
«Ռուսաստանի Դաշնության արտաքին գործերի նախարար Սերգեյ Լավրովի նախաձեռնությամբ հուլիսի 25-ին Մոսկվայում Ադրբեջանի և Հայաստանի արտգործնախարարությունների ղեկավարների հետ եռակողմ հանդիպման ժամանակ բոլոր շահագրգիռ կողմերի հետ համագործակցությամբ Լաչինի և Աղդամի (Ակնա) երթուղիների զուգահեռ ապաշրջափակման սխեմա է մշակվել։
Հաշվի առնելով դիրքորոշումների զգալի տարբերությունը և փոխադարձ անվստահության բարձր մակարդակը՝ այս աշխատանքը հեշտ չի ընթացել։
Որպես առաջին քայլ՝ սեպտեմբերի 12-ին «Ռուսական Կարմիր Խաչ» համառուսաստանյան հասարակական կազմակերպության միջոցով տարածաշրջան է հասցվել մարդասիրական օգնության խմբաքանակ։ Շուրջ 15 տոննա սնունդ, անձնական հիգիենայի պարագաներ և անկողնային պարագաներ են նվիրաբերվել Լեռնային Ղարաբաղի՝ օգնության կարիք ունեցող բնակիչներին։
Ակնկալում ենք, որ, հաշվի առնելով նախկինում ձեռք բերված փոխըմբռնումը, մոտ ապագայում, Աղդամի (Ակնա) երթուղուն զուգահեռ, ապաշրջափակվի նաև Լաչինի միջանցքը, որից հետո երկու ուղղություններով էլ կանոնավոր կերպով մարդասիրական օգնությունը կգնա տարածաշրջան։
Հուսով ենք, որ այս կերպ Լեռնային Ղարաբաղում մարդասիրական իրավիճակը կկայունանա և տեղի բնակչության բնականոն կենսագործունեությունը կվերականգնվի։ Սա իր հերթին պայմաններ կստեղծի Բաքվի և Ստեփանակերտի միջև երկխոսություն սկսելու և հայ-ադրբեջանական հարաբերությունների կարգավորման 2020-2022 թվականների ամենաբարձր մակարդակով եռակողմ պայմանավորվածությունների ամբողջ համալիրի իրականացման ռիթմիկ աշխատանքի վերսկսման համար», - նշել է Զախարովան:
