ՄԻՊ գրասենյակը հաղորդագրություն է տարածել․

«Մամուլում շրջանառվող տեղեկությունների և քաղաքացիների կողմից ստացված դիմում-բողոքների համաձայն՝ 2023-2024թթ. ուսումնական տարվա սկզբին հանրակրթական դպրոցներում աշակերտներին որոշ ուսումնական դասագրքեր չեն տրամադրվել, ինչի առնչությամբ Մարդու իրավունքների պաշտպան Անահիտ Մանասյանի նախաձեռնությամբ սկսվել է քննարկման ընթացակարգ։

ՄԻՊ աշխատակազմում քաղաքացիների կողմից ստացվել են նաև դիմում-բողոքներ այն մասին, որ վերջիններիս առաջարկվել է որոշ ուսումնական դասագրքեր պատճենահանել կամ ձեռք բերել գրախանութներից, իսկ մարզային բնակավայրերում խնդիրն առավել մտահոգիչ է՝ պայմանավորված պատճենահանման, ինչպես նաև ուսումնական էլետրոնային դասագրքերից օգտվելու դժվարություններով:

Վերոնշյալի վերաբերյալ պարզաբանումներ ստանալու նպատակով Պաշտպանի կողմից անմիջապես գրություն է հասցեագրվել Կրթության, գիտության, մշակույթի և սպորտի նախարարություն` նկատի ունենալով այն, որ ուսումնական դասագրքերին վերաբերելի գործընթացում առկա խնդիրները կարող են ունենալ ուղղակի ազդեցություն յուրաքանչյուրի՝ սահմանադրորեն երաշխավորված կրթության իրավունքի լիարժեք իրացման տեսանկյունից:

Պաշտպանն ընդգծում է, որ հանրակրթական դպրոցներում էլեկտրոնային դասագրքերով ուսումնական գործընթացի կազմակերպումը պետք է համապատասխանի ոչ միայն «Երեխայի իրավունքների մասին» ՄԱԿ-ի կոնվենցիայով երաշխավորված՝ հավասար հնարավորությունների հիման վրա կրթության մատչելիության ապահովման ստանձնած պարտավորությանը, այլև երեխաների առողջության պահպանմանը և բնականոն զարգացմանը՝ հաշվի առնելով ՄԱԿ-ի Մանկական հիմնադրամի (UNICEF) կողմից հաստատված թվային դասագրքերի և օժանդակ թվային ուսումնական նյութերի որակի հատուկ չափորոշիչները:

Պաշտպանը կարևորում է հանրապետության ողջ տարածքում գործող հանրակրթական դպրոցներում ուսումնական տպագիր բոլոր դասագրքերի՝ սահմանված ժամկետում տրամադրումն, ինչպես նաև էլեկտրոնային դասագրքերի՝ միջազգային չափորոշիչներին համապատասխանեցումը և դրանցից օգտվելու հասանելի հնարավորությունների երաշխավորումը:
