ВЭФ-2023-ը՝ որպես նոր բարձունքներ նվաճելու հարթակ

Այս տարվա սեպտեմբերին սպասվում է եվրասիական հանրության համար երկար սպասված միջոցառումներից մեկը՝ «Արևելյան տնտեսական ֆորում-2023»-ը, որը կազմակերպել է Ռուսաստանը՝ Վլադիվոստոկ քաղաքում։ Չնայած տարածաշրջանին վերաբերող անդրադարձին, ֆորումին ակտիվորեն մասնակցում են քաղաքական գործիչներ և բիզնեսի ներկայացուցիչներ ամբողջ աշխարհից։ Հայաստանը բացառություն չէ:
Հետաքրքիր է, որ նախորդ ֆորումից հետո, անցած տարվա ընթացքում Հայաստանի տնտեսությունը տպավորիչ մակրոտնտեսական ցուցանիշներ է ցույց տվել։ Մասնավորապես, 2023 թվականի հունվարից մայիս ընկած ժամանակահատվածում Հայաստանի արտահանումը 2022 թվականի նույն ժամանակահատվածի համեմատ աճել է 86%-ով՝ կազմելով 2,3 մլրդ դոլար։ Ընդ որում, Հայաստանից արտահանումը Ռուսաստան աճել է 3,3 անգամ, ինչը ռեկորդային ցուցանիշ է։
Հարկ է նշել, որ Հայաստանի տնտեսական զարգացմանը նպաստել է նաև Եվրասիական տնտեսական միությունը, որի մեխանիզմները թույլ են տալիս առևտուրն անարգել իրականացնել, ինչպես նաև մեծածավալ նախագծեր իրականացնել։ Բայց, այնուամենայնիվ, ռուսական շուկան ներկայումս առաջնահերթություն է Հայաստանի համար։
Մինչև 2022 թվականը դաշինքի մյուս անդամների ֆոնին Հայաստանի տնտեսական ցուցանիշները մինչև վերջերս բավականին համեստ էին մնում։ Սակայն ներկայումս Հայաստանը զգալիորեն մեծացրել է իր արտահանումը։ Մասնավորապես, հանրապետության ընդհանուր ապրանքաշրջանառությունն աճել է գրեթե 100%-ով, իսկ արտահանումը ԵԱՏՄ երկրներ եռապատկվել է, իսկ ներմուծումը` կիսով չափ։ Հայաստանի արտահանման ապրանքների առաջատար կատեգորիաներն են հանքարդյունաբերությունը, սննդի վերամշակումը, գյուղատնտեսության վերամշակումը և ալկոհոլային խմիչքների արտահանումը: Պահանջված հնգյակը եզրափակում են մեքենաներն ու պահեստամասերը։
Այս համատեքստում Հայաստանի ներկայացուցիչների մասնակցությունը այնպիսի միջազգային ֆորումներին, ինչպիսին ВЭФ-ն է, առաջին հերթին հնարավորություն է ԵԱՏՄ գործընկերների հետ համաժողովի շրջանակներում փոխշահավետ պայմանագրեր կնքելու համար։
Հատկանշական է, որ այս տարվա մայիսին դիտարկվել և իրականացվել է Եվրասիական տնտեսական միության երկրների արդյունաբերական համագործակցության նախագիծը, որը բաղկացած է արդյունաբերական համագործակցության նախագծերի ֆինանսավորման մեխանիզմների ստեղծումից։Նախագիծը նախատեսում է վարկերի տոկոսադրույքների սուբսիդավորում՝ Միության երկրների տնտեսությունների իրական հատվածում հեռանկարային նախագծերի իրականացման համար։ Պայմաններից մեկն էլ ԵԱՏՄ առնվազն երեք երկրների մասնակցության անհրաժեշտությունն է։ Միաժամանակ ֆինանսական աջակցությունը նախատեսված է 5 տարի ժամկետով՝ երկարաձգելու հնարավորությամբ։
Իմ կարծիքով, ВЭФ հարթակներում այս մեխանիզմի կիրառման հնարավորության քննարկումը լավ հնարավորություն է գործընկերների հետ միասին ակտիվորեն ներգրավվելու ինտեգրացիոն նախագծերի իրականացմանը՝ դրանով իսկ շարունակելով և ամրապնդելով Հայաստանի տնտեսության աճի միտումը։
