«Փաստ» օրաթերթը գրում է.

Էկոնոմիկայի նախարարությունն առաջարկում է լրացում կատարել Հողային օրենսգրքում: Ներկայում օրենսգրքի 48-րդ հոդվածի 3-րդ մասով նախատեսվում է, որ գյուղատնտեսական նշանակության հողերի վարձակալության ժամկետը կարող է սահմանվել մինչև 25 տարի: Նախարարությունը կարծում է, որ այս նորմը որոշակի զսպող ազդեցություն ունի այն ներդրողների համար, որոնք նախատեսում են համայնքապատկան վարձակալած հողերի վրա հիմնել բազմամյա տնկարկներ: Ավելին, փաստում է, որ ինչպես ցույց են տալիս ներդրողների հետ քննարկումները, խաղողի, ավանդական պտղատու այգիների, պիստակի և մի շարք այլ բազմամյա բույսերի համար զբաղեցվող հողատարածքների վարձակալության ժամկետը 25 տարով սահմանափակելը չի համապատասխանում նման մշակաբույսերի կենսացիկլի առանձնահատկություններին: Վերջիններն առավել երկարակյաց են և ներդրումների հետգնման տեսանկյունից 25 տարվա պլանավորումն արդյունավետ չէ:

Բացի դա, դրանք նորմալ բերքատվության են հասնում տնկելուց միջինում 7 տարի անց, ինչը կրճատում է հողի օգտագործման եկամտաբեր տարիների թիվը: Եթե հաշվի են առնում նաև կլիմայական երևույթներով պայմանավորված որոշ տարիների բերքի կորստի հավանականությունը, ակնհայտ է, որ ներդրողին անհրաժեշտ է պլանավորման առավել երկար ժամանակահատված: Խոշոր ծրագրերի դեպքում, որպես կանոն, այգու հետ միասին կառուցվում է նաև ագրովերամշակման, փաթեթավորման, տեսակավորման, սառնարանային և այլ նմանատիպ հանգույց, որն իր հերթին մեծացնում է ներդրման չափը և երկարաժամկետ պլանավորման անհրաժեշտությունը:

Ուստի նախագծով առաջարկվում է սահմանել, որ եթե գյուղատնտեսական նշանակության հողամասը վարձակալության է հանձնվել 25 տարի ժամկետով՝ կառավարության սահմանած ցանկում ներառված բազմամյա տնկարկ հիմնելու նպատակով, ապա վարձակալն իրավունք ունի պայմանագրի ժամկետը լրանալուց առնվազն մեկ տարի առաջ պայմանագրի ժամկետը ևս մինչև 25 տարով երկարաձգելու պահանջ ներկայացնել, որը բավարարվում է միայն այն դեպքում, եթե վարձակալը պատշաճ կատարել է պայմանագրով ստանձնած բոլոր պարտավորությունները, ընդ որում՝ պայմանագրի ժամկետի երկարաձգման դեպքում նոր ժամկետի համար վարձավճարի չափը պետք է համապատասխանեցվի ՀՀ օրենսդրությամբ սահմանված պահանջներին:
