ՀՀ վարչապետ Նիկոլ Փաշինյանy շնորհավորական ուղերձ է հղել Լեռնային Ղարաբաղի անկախության հռչակագրի ընդունման օրվա առիթով։ Ուղերձում ասված է․

«Սիրելի՛ ժողովուրդ, սիրելի՛ հայրենակիցներ,

32 տարի առաջ այս օրը Լեռնային Ղարաբաղի Ինքնավար Մարզի և Շահումյանի շրջանի բոլոր մակարդակների պատգամավորների համատեղ նստաշրջանը հղում կատարելով ինքնորոշման իրավունքին՝ որոշում կայացրեց Լեռնային Ղարաբաղի անկախության հռչակագրի ընդունման մասին:

Լեռնային Ղարաբաղի հայությունն այդ ժամանակահատվածում ականատեսն էր Սումգայիթի, Բաքվի, Կիրովաբադի ջարդերի, և անկախության հռչակագրի ընդունումը պայմանավորված էր նաև գոյաբանական սպառնալիքով:

44-օրյա պատերազմի հետևանքով այսօր էլ իրենց հայրենի բնօրրանում՝ Լեռնային Ղարաբաղում բնակվող մեր հայրենակիցներն Ադրբեջանի քաղաքականության հետևանքով կանգնած են էթնիկ զտման ենթարկվելու սպառնալիքի առաջ՝ Լաչինի միջանցքի ապօրինի արգելափակման, առաջին անհրաժեշտության սննդամթերքի, գազի և էլեկտրաէներգիայի մատակարարումների դադարեցման պատճառով:

Տեղի ունեցող գործընթացների ականատեսն է նաև միջազգային հանրությունը, և ՄԱԿ-ի Անվտանգության խորհրդում Լեռնային Ղարաբաղի թեմայով կայացած քննարկումներում ևս արձանագրվեց Լեռնային Ղարաբաղում հումանիտար ճգնաժամի առկայությունը և այն, որ Լեռնային Ղարաբաղի 120 հազար բնակչության կյանքն ու անվտանգությունը դրված են կասկածի տակ։ Միաժամանակ, ընդգծվեց, որ Արդարադատության միջազգային դատարանի 2023 թվականի փետրվարի 22-ի և հուլիսի 6-ի որոշումները՝ Լաչինի միջանցքով անձանց, տրանսպորտային միջոցների և բեռների երկու ուղղություններով անխափան տեղաշարժն ապահովելու վերաբերյալ, Ադրբեջանի կողմից չի կատարվել:

Մեր ակնկալիքն է, որպեսզի միջազգային հանրությունը ջանքեր գործադրի՝ թույլ չտալու Լեռնային Ղարաբաղում էթնիկ զտումների քաղաքականության իրականացումը։

Ցանկանում եմ ևս մեկ անգամ ընդգծել՝ հիմնազուրկ են Լեռնային Ղարաբաղի՝ որպես տարածքային միավոր գոյություն չունենալու և Լեռնային Ղարաբաղի հիմնախնդրի հանգուցալուծված լինելու մասին բոլոր հայտարարությունները, քանի դեռ անբեկանելիորեն հասցեագրված չեն ԼՂ հայության անվտանգության և իրավունքների պաշտպանության խնդիրները:

Հայաստանը, Լեռնային Ղարաբաղը և միջազգային հանրությունը հստակ արձանագրում են. հակամարտության համապարփակ ու երկարատև կարգավորումը պետք է տեղի ունենա բացառապես խաղաղ գործընթացի, այդ թվում՝ միջազգային մեխանիզմի ներքո Բաքու-Ստեփանակերտ երկխոսության միջոցով։

Սիրելի՛ հայրենակիցներ,

Մենք հիշում ենք հանուն Հայրենիքի նահատակված մեր բոլոր հերոսներին և գլուխ խոնարհում նրանց առջև։

Հայաստանի Հանրապետությունը շարունակելու է ջանքերը՝ Լեռնային Ղարաբաղում բնականոն կենսագործունեության ապահովման, անվտանգության և իրավունքների պաշտպանությունն ապահովելու ուղղությամբ։ Այսօր մենք մեր գնահատանքի խոսքն ենք ասում Լեռնային Ղարաբաղի մեր բոլոր հայրենակիցներին, և մեր խնդիրն է՝ խաղաղ, քաղաքակիրթ միջոցներով, բանակցային եղանակով ապահովել խաղաղ ապրելու և արարելու նրա անօտարելի իրավունքը»:
