Արցախի սիրելի՛ քույրեր և եղբայրներ,

Շնորհավորում եմ Արցախի Հանրապետության անկախության հռչակման օրվա առթիվ։ Ոչ մի հայ չի կարող ուրանալ այն ճանապարհը, որի միջով անցել եք դուք, և ամբողջ հայ ժողովուրդը։ Ոչ մի հայ չի կարող ուրանալ ձեր պատմական հայրենիքում խաղաղ ու արժանապատիվ ապրելու ձեր իրավունքը։

Քաղաքակիրթ աշխարհին բազմաթիվ հեղինակավոր գործիչներ, զինվորականներ, գիտնականներ, արվեստի, մշակույթի ներկայացուցիչներ տված Արցախն այսօր նույն այդ քաղաքակիրթ աշխարհին ապացուցում է իր վաստակած իրավունքը՝ ապրել խաղաղ իր հայրենի հողի վրա։

Սիրելի՛ արցախցիներ,
Խնդրում եմ ձեզ չհավատաք այն չարագուշակ տեսակետին, թե հայությունը ձեզ մենակ է թողել և անտարբեր է ձեր ճակատագրի հանդեպ։ Չկա նման բան, չկա մի նորմալ հայ, ում սիրտը չլինի ձեզ հետ, ով իր հանգիստն ու քունը չի կորցրել այս դժվար օրերին։ Այսօր դուք ձեր կամքով ու անմարդկային զրկանքներին դիմակայելու ուժով, և սեփական հայրենիքում ապրելու ձեր անկոտրում կամքով պահում եք ամբողջ հայության արժանապատվությունը։

Վստահեցնում եմ ձեզ, ձեր կրած տառապանքները չեն մնալու անարդյունք։
Վստահ եմ, հեռու չէ այն օրը, երբ հայության ջանքերով ու քաղաքակիրթ աշխարհի մեր դաշնակիցների ու բարեկամների ջանքերով կկայունանա վիճակը ու կյանքը Արցախում կվերադառնա խաղաղ ու ստեղծագործ հուն։
