Պաշտպանի հայտարարությունը Սոթքի և Նորաբակի հատվածում տեղակայված հայկական դիրքերի ուղղությամբ ադրբեջանական ագրեսիայի առնչությամբ․
«Այսօր՝ սեպտեմբերի 1-ի վաղ առավոտից, Գեղարքունիքի մարզի Սոթք և Նորաբակ բնակավայրերի անմիջական հարևանությամբ Ադրբեջանի զինված ուժերը ձեռնարկել են ագրեսիվ գործողություններ՝ տարբեր տրամաչափի զինատեսակներից կրակ բացելով հայկական դիրքերի ուղղությամբ։ Ադրբեջանի զինված ուժերը կիրառել են նաև ԱԹՍ և ականանետ, ինչի հետևանքով խախտվել է ՀՀ սահմանային բնակչության անվտանգությունն ապահովող հայ զինծառայողների կյանքի և առողջության իրավունքը. հայկական կողմն ունի 4 զոհ, 1 վիրավոր։
Ադրբեջանական զինված ուժերի կողմից քաղաքացիական բնակավայրերի ուղղությամբ խոշոր տրամաչափի զինատեսակների կիրառումը խաթարում է նաև խաղաղ բնակչության կյանքի, առողջության ապահովման և այլ հիմնարար իրավունքները։
Մարդու իրավունքների պաշտպանն ահազանգեր է ստացել այն մասին, որ կրակոցները բնակավայրերում պարզ լսելի են, ինչի հետևանքով բնակիչներն ահաբեկված են, հայտնվել են անորոշության մեջ և սթրեսային վիճակում։ Սոթքում գյուղատնտեսական աշխատանքներն ամբողջությամբ դադարեցվել են, հնձած խոտը մնացել է դաշտերում, և մարդիկ չեն կարողանում այն հավաքել և տեղափոխել գյուղ: Բացի այդ, գյուղատնտեսական տեխնիկան (տրակտորը) մնացել է դաշտում, վարորդը՝ մտահոգվելով, որ կարող է թիրախավորվել, չի մոտենում տեխնիկային։
Մարդու իրավունքների պաշտպանը ևս մեկ անգամ ընդգծում է, որ ՀՀ բնակավայրերի անմիջական հարևանությամբ ադրբեջանական զինված ուժերի կրակոցները, այդ թվում՝ խոշոր տրամաչափի զենքեր կիրառելը, կրում են նաև խաղաղ բնակչությանն ահաբեկելու, մշտապես սթրեսային և տագնապային վիճակում պահելու նպատակ։
Ադրբեջանի զինված ուժերի այդ գործողությունները կոպտորեն ոտնահարում են միջազգային իրավունքի սկզբունքները, իրական վտանգ են ներկայացնում անձանց կյանքի իրավունքի և անվտանգության, ինչպես նաև մյուս հիմնարար իրավունքների ապահովման տեսանկյունից»։
