ԱՄՆ կոնգրեսականներն Ադրբեջանին ռազմական օգնությունը դադարեցնելու փոփոխություններ են առաջարկել Ներկայացուցիչների պալատին

ԱՄՆ ներկայացուցիչների պալատում 2024 թվականի ֆինանսական տարվա նախաշեմին Կոնգրեսի Հայկական հարցերով հանձնախմբի անդամներն առաջարկել են պաշտպանության հատկացումների օրինագծի մի շարք փոփոխություններ, որոնք նախատեսում են արգելել ԱՄՆ-ի ռազմական օգնությունն Ադրբեջանին։
Այս մասին «Արմենպրես»-ին հայտնել են Ամերիկայի Հայ դատի հանձնախմբից։
ԱՄՆ կոնգրեսականների այս նախաձեռնությունը տեղի է ունենում Արցախում արդեն գրեթե ինն ամիս շարունակվող շրջափակման ֆոնին։ Ներկայացուցիչների պալատին է ներկայացվել չորս փոփոխություն։ Դրանք են.
– փոփոխություն 258-ը, որը կանխում է Ադրբեջանին ռազմական օգնության տրամադրման համար ֆինանսական միջոցների օգտագործումը,
– փոփոխություն 263-ը, որը կանխում է ֆինանսական միջոցների օգտագործումը՝ Ադրբեջանին տրամադրելու ռազմական օգնություն, որը Բաքուն կօգտագործի Հայաստանի կամ Լեռնային Ղարաբաղի դեմ,
– փոփոխություն 272-ը, որը կանխում է Ադրբեջանի կառավարության պաշտպանության, անվտանգության և սահմանային ուժերին ռազմական օգնության և անվտանգության աջակցության տրամադրումը,
– փոփոխություն 285-ը, որով նախատեսվում է 1 միլիոն դոլար հատկացնել՝ աջակցելու ԱՄՆ պաշտպանության նախարարության գործունեությանն ու գործընկերությանը, որ կօգնի խաղաղ ճանապարհով լուծել Ադրբեջանի կողմից Լեռնային Ղարաբաղի ապօրինի շրջափակման հարցը և թույլ կտա անհրաժեշտ մարդասիրական օգնության, ներառյալ՝ սննդի և դեղորայքի անխոչընդոտ տեղաշարժը, ինչպես նաև առևտրային գործունեությունը Լաչինի միջանցքով:
Ամերիկայի Հայ դատի հանձնախումբը նաև հայտնում է, որ Ներկայացուցիչների պալատին են ներկայացվել ևս երկու փոփոխություններ, որոնք կարգելեն կասետային զինամթերքի ձեռքբերումը, օգտագործումը, փոխանցում և վաճառքը՝ հաշվի առնելով 2020 թվականին Արցախյան պատերազմում Ադրբեջանի կողմից այդ զենքերի կիրառման աղետալի հետևանքները։
Առաջարկվող փոփոխությունները ներկայում քննարկման փուլում են Ներկայացուցիչների պալատի Կանոնների հանձնաժողովում, որը կորոշի դրանց քննարկումը ԱՄՆ ներկայացուցիչների պալատի անդամների կողմից, երբ վերջիններս սեպտեմբերի կեսերին վերադառնան նստաշրջանի։
