«Դուրս մեր գրպանից»-ի անդմաները «տաքացնում են» թեման

Կարեն Մկոյանը Ֆեյսբուքյան իր էջում գրում է.

Հունվարի 11-ին ուժի մեջ է մտել «Վարչական իրավախախտումների վերաբերյալ Հայաստանի Հանրապետության օրենսգրքում կատարած փոփոխությունների» ՀՀ օրենքը և օրենքին կից ներկայացված օրենքների փաթեթը:

Արդարդատության նախարար Արփինե Հովհաննիսյանն իր ֆեյսբուքյան էջում հրապարակել էր այն կետերը, որտեղ տեղի են ունեցել որոշակի փոփոխություններ:

Այսօր լրագրողների հետ զրույցում այս թեմային անդրադարձել են «Դուրս մեր գրպանից» նախաձեռնության անդամները: Վերջիններիս ուշադրության կենտրոնում էր հայտնվել Արդարադատության նախարարության կողմից առաջարկված վարչական իրավախախտումները հաշվարկելու բալային նոր համակարգը:

Անդրադառնալով այս թեմային՝ նախաձեռնության անդամ Արմեն Եփրեմյանը մտահոգություն է հայտնել, թե իրավախախտ վարորդն այդ համակարգի միջոցով կարող է վճարել և կրկին խախտումներ անել: Նախաձեռնության մյուս անդամ Արսեն Պետրոսյանն էլ մյուս կողմից ընդգծել է, թե բալային համակարգն իրենց առաջարկն է եղել, ապա ավելացրել է, թե մինչև համակարգային լուրջ փոփոխություններ չլինեն, ոչ մի արդյունավետություն չի լինի:

Այնպիսի տպավորություն է ստեղծվում, կարծես նախաձեռնության անդամները, մեղմ ասած, չեն կողմնորոշվում այս հարցում: Մեկը պնդում է, որ բալային համակարգը սարսափելի որոշում է, մյուսն էլ ընդունում է, որ դա իրենց պահանջներից մեկն է եղել: Այսինքն կարելի է եզրակացնել, որ «Դուրս մեր գրպանից նախաձեռնությունն» ի սկզբանե գիտակցում էր, որ այս համակարգը բացասական հետևանքներ է ունենալու, սակայն ներառել էր իր հիմնական պահանջների մեջ: Նախաձեռնության անդամ Արսեն Պետրոսյանի մտահոգությունն առ այն, թե մինչև չլինեն համակարգային փոփոխություններ ոչինչ արդյունավետ չի գործի, որոշակիորեն ստվերում է իրենց կողմից նախկինում առաջ քաշած պահանջները: Եթե նրանք գիտակցում էին՝ կարևորը համակարգային փոփոխություններն են այլ ոչ բալային համակարգը, ինչու՞ էին հենց դա առաջ քաշում:Կարող էին պարզապես իրենց մի քանի կետանոց առաջարկների «ցուցակը» դնել մի կողմ և առաջ տանել համակարգի փոփոխության պահանջը:

Սրանք հարցեր են, որոնք կոնկրետ պատասխաններ են պահանջում: Այս ամենի ֆոնին տպավորություն է ստեղծվում, որ այս նախաձեռնությունն իր առջև խնդիր է դրել պարզապես արհեստականորեն թեման «տաք պահել»: Արդեն մտածում եմ, որ եթե համակարգն ամբողջությամբ օրերից մի օր փոխվի «Դուրս մեր գրպանից» նախաձեռնությունն առաջ կտանի ավագանու անդամներից ինչ որ մեկի հրաժարականի պահանջը:
Հանուն արդարության պետք է նշենք , որ օրենքն իր մեջ պարունակում է մի շարք դրական կողմեր: Կատարվել են բազմաթիվ մեղմացումներ տուգանքների մասով:

Միգուցե կան նրբություններ, որոնք հաշվի չեն առնվել և կան հարցեր, որոնք նույնպես կարող էին շտկվել, բայց փաստը մնում է փաստ, որ էականորեն կարգավորվել են բազմաթիվ խնդիրներ:
