Հայաստանի համար, որպես ՄԱԿ-ի Անվտանգության խորհրդի նիստի նախաձեռնող, պետք է կարմիր գիծ հանդիսանան Արցախի հայերի՝ որպես Ադրբեջանի կազմում բնակվող էթնիկ փոքրամասնության արձանագրումը և նույնիսկ Լաչինի միջանցքի բացման դիմաց Արցախի ժողովրդի ինքնորոշման իրավունքի որևէ սահմանափակում։
Ասված է ԱԺ «Հայաստան» խմբակցության հայտարարության մեջ․
«Այսօր ՄԱԿ-ի Անվտանգության խորհրդում Լեռնային Ղարաբաղի շուրջ ստեղծված իրավիճակի վերաբերյալ կայանալիք արտահերթ նիստի կապակցությամբ «Հայաստան» խմբակցությունը հայտարարում է.
Մենք ուշի-ուշով հետևում ենք զարգացումներին։ Նպատակ սահմանելով նման քայլով կանխել զանգվածային ոճրագործությունները, ներառյալ` պատերազմական հանցագործությունները, էթնիկ զտումները, մարդկության դեմ հանցագործությունները և ցեղասպանությունը՝ հույս ունենք, որ ՀՀ իշխանությունները ՄԱԿ Անվտանգության խորհրդի անդամ երկրների հետ կատարել են անհրաժեշտ աշխատանք առաջադրված նպատակին հասնելու համար։
Ստեղծված իրավիճակում գտնում ենք․
1. Միջազգային հանրության և Հայաստանի գործող իշխանությունների բոլոր ջանքերը պետք է ուղղված լինեն Լեռնային Ղարաբաղում ստեղծված աղետալի հումանիտար իրավիճակի շուտափույթ լուծմանը։
2. Երբ Ադրբեջանը բացահայտորեն իրականացնում է Լեռնային Ղարաբաղի Հանրապետության ժողովրդի ցեղասպան քաղաքականություն, չի կարող լինել հակամարտության քաղաքական կարգավորման արդյունավետ քննարկում, քանի դեռ չի վերականգնվել Լաչինի միջանցքի լիարժեք գործունեությունը։
3. Միջազգային հանրությունը պետք է ճանաչի և դատապարտի այն փաստը, որ Ադրբեջանը լիովին անտեսում է միջազգային դատական ատյանների որոշումները և գտնի արդյունավետ մեխանիզմներ՝ ստիպելու Ադրբեջանին կատարել դրանք։
4. Հայաստանի համար, որպես ՄԱԿ-ի Անվտանգության խորհրդի նիստի նախաձեռնող, պետք է կարմիր գիծ հանդիսանան Արցախի հայերի՝ որպես Ադրբեջանի կազմում բնակվող էթնիկ փոքրամասնության արձանագրումը և նույնիսկ Լաչինի միջանցքի բացման դիմաց Արցախի ժողովրդի ինքնորոշման իրավունքի որևէ սահմանափակում։
5. Ադրբեջանի գործողությունները օրինական իրավունք են տալիս հայկական կողմին ետ կանգնել առայսօր իրենց կողմից արված ոչ հայանպաստ և Արցախի ինքնորոշման իրավունքը սահմանափակող հայտարարություններից, փոխել այսօրվա բանակցությունների վտանգավոր նարատիվը և կենտրոնանալ Լեռնային Ղարաբաղի հայ ժողովրդի հիմնարար իրավունքների իրացման և անվտանգության ապահովման վրա»։
