Ադրբեջանը ցանկանում է Ստեփանակերտ-Բաքու բանակցությունը ներկայացնել որպես ներադրբեջանական երկխոսություն, այսինքն՝ ինչ-որ հանցագործներ, ի դեմս մեզ, պետք է գնան և ասեն՝ ներեցեք մեզ, մենք դառնում ենք ձեր քաղաքացիները: Այս մասին NEWS.am-ի հետ զրույցում ասաց Արցախի նախագահի խորհրդական, նախկին ԱԳ նախարար Դավիթ Բաբայանը՝ անդրադառնալով Բաքվի հայտարարությանը, որ իրենք պատրաստ են «Լեռնային Ղարաբաղի հայերի հետ անցկացնել կանոնավոր հանդիպումներ»։
«Բաքուն ուզում է ինտեգրացիայի խնդիրը քննարկել: Նրանք նախապայման են դնում, որն անհնարին է դարձնում ցանկացած հանդիպումներ: Անկեղծ շահագրգռվածություն՝ հակամարտության կարգավորման վերաբերյալ ուրեմն՝ այլ ձևաչափով պետք է հանդիպումները լինեն: Իսկ դա ուղղակի մեզ վրա ճնշում գործադրելը, սովամահ անելը, ու հետ էլ իրենց նպատակին հասնելն է: Տեսնում ենք՝ աշխարհը պապանձված է, որևէ քայլ չի ձեռնարկում այդ խայտառակ իրավիճակը բարելավելու համար»,- ասաց Դավիթ Բաբայանը:
Բաբայանը կարծում է՝, ի տարբերություն, տարբեր երկրների՝ Ադրբեջանը ունի մի յուրահատկություն․ նա չի ստում: Նա ասում է՝ մենք գալու ենք ձեզ կոտորենք, սա է մեր նպատակը: Եթե որևէ մեկը կանգնի ու ասի՝ Արցախը հայկական է, ապա նա լավագույն դեպքում ցմահ կբանտարկվի:
«Վերաինտեգրում ասելու հիմնական բաղադրիչը արցախցիներին սովամահ անելն է և ստիպելը, որ արդեն ճարահատյալ մարդիկ գան ու չոքեն իրենց առաջ և ասեն՝ համաձայն ենք ամեն ինչին: Ես չեմ կարծում, որ հադիպումները դրական ելքի են բերելու, որովհետև առաջին իսկ հանդիպումից ամեն ինչ պարզ է լինելու և կան դեպքեր, երբ ավելի լավ է չհանդիպես, քան՝ հանդիպես, որովհետև դրանից հետո իրավիճակն ավելի է բարդանալու: Պատկերացրեք, որ հանդիպման ժամանակ Ադրբեջանը ներկայացնում է վերջնագիր, հետո՞ կամ հանդիպումը ձախողվում է, ի՞նչ պետք է անենք, ամեն ինչ ավելի վատ է լինելու»,- ընդգծեց Դավիթ Բաբայանը:
Նշենք, որ ըստ տեղական լրատվամիջոցների, Ադրբեջանի ԱԳՆ պաշտոնյան նշել էր, որ Բաքուն ղարաբաղցի հայերի վերաինտեգրման գործընթացի իրականացման հստակ գործողությունների ծրագիր ունի։
«Տնտեսական, սոցիալական, մշակութային, կրթական, կրոնական և այլ ոլորտների միջոցառումները, որոնք ձեռնարկվելու են այս գործընթացի շրջանակում, հնարավորություն կտան ապահովել հայկական ծագումով Ադրբեջանի բնակչության իրավունքները։ Ադրբեջանական կողմը պատրաստ է այս ուղղությամբ երկխոսության այն հայ բնակիչների հետ, որոնք իսկապես շահագրգռված են նման երկխոսությամբ, այլ ոչ թե նրանց հետ, որոնք շահագրգռված են միայն մանիպուլյացիաներով։ Այս առումով մենք պատրաստ ենք պարբերաբար հանդիպումներ անցկացնել հայազգի բնակիչների հետ՝ առանց արտաքին միջամտության»,- ասել է նա։
